【禁聞】中國貪官和美國貪官

【新唐人2011年5月14日訊】最近,美中之間就人權話題展開舌戰。面對美國的指責,中共反過來批評美國的人權狀況。那麼,我們也把美國和中國的貪官來做一個比較,看看有甚麼不同。

從媒體輿論來看,中國的貪官可以說是層出不窮,前撲後繼,貪腐的金額和情節也天天翻新。我們來看看大陸《財新網》日前編製的“中國十大億元貪官榜”。

名列榜首的中國銀行廣東開平支行原行長余振東,貪污及挪用公款竟然達到了40億元,但僅判刑12年。最近,中國山東省日照市出入境檢驗檢疫局長李華森貪污人民幣1.58億元,一審被判無期徒刑。不過,這位貪污了一億五千多萬元人民幣的山東日照貪官,還上不了“中國十大億元貪官榜”。

而最近,有大陸媒體盤點了2009年以來落馬的副部級或以上官員,至少有18人。而這18名官員中,沒有一人被判死刑,其中5人被判無期徒刑,12人被判死緩。這18名官員中,中石化原董事長陳同海涉賄金額最多,高達1.97億元。

反觀美國的大貪官,2009年,美國聯邦調查局“防腐辦”,查處了一次據說是當時美國最惡劣的貪污案例。

在經過長達10年的臥底調查後,2009年7月23號的清晨,“防腐辦”在新澤西州展開了有史以來最大規模的拘捕行動——3名市長、2位州議員、若干猶太教士等共44人,全部被戴上手銬押上警車。

其中,32歲的霍博肯市市長卡馬拉諾三世,他被控收受發展商2.5萬美元賄賂﹔錫考克斯市市長埃爾維爾,和里奇菲爾德市市長蘇亞雷斯都是被控收受1萬美元賄賂。美國聯邦調查局“防腐辦”的負責人埃德•卡赫(Ed Kahrer)說:“這次即使不是在全國來說最惡劣的一次,也是最嚴重的一次!”

2009年,紐約州“公職人員廉潔署”認為,紐約州州長派特森接受紐約揚基隊贈送的5張門票是變相的受賄,對他進行罰款6萬美元,並支付門票款2,125美元。

伍凡(中國事務主編):“可見美國,對官員的要求是非常嚴格的,哪怕你錢少,你犯了重罪照樣判你重刑,而中國是犯了大罪、犯了死刑罪,都還可以讓他活下去。這是兩個不同的體制,兩種不同的制度。”

2008年3月12號,美國紐約州長的斯皮策因“自費”召妓被迫辭職。儘管斯皮策多年來以大力打擊不法行為、有組織犯罪及白領犯罪等方面聲譽卓著,但還是在美國輿論的批評聲中黯然下臺。

而中共官員“養情婦”“包二奶”已經不再是新鮮事了。近年來,不斷出現的官員“情色日記門”,記載的齷齪之事讓網民們瞠目結舌,並足以登上吉尼斯世界記錄大全。

根據現行《婚姻法》修改起草專家小組主要負責人巫昌禎教授的統計得出,在中國被查處的貪官污吏中95%都有“情婦”,腐敗的領導幹部中有60%以上“包二奶”。

伍凡指出,中國的貪官是中國共產黨一個大的癌症,加速了它的滅亡。

"China's Top Ten Billion Dollar Corrupt Officials."

On top of the list is Yu Zhendong, former president

of the Bank of China Kaiping branch.

He embezzled 4 billion yuan,

but was only sentenced to 12 years.

Recently, Li Huashen, director of China Entry-Exit

Inspection and Quarantine in Rizhao City, Shandong,

embezzled 158 million yuan.

He was sentenced for life in prison, but not qualified

to be put on the list.

Recently, a mainland media counted the number of

sacked officials on ministerial level or above.

None of the 18 officials was sentenced to death,

though 5 sentenced to life in prison,

12 sentenced to death with a reprieve. Among them,

Chen Tonghai, former chairman of Sinopec

involved the highest graft of 197 million yuan.

Let's take a look of the U.S. cases. In 2009,

the FBI "Anti-Corruption Office" handled one of

the worst cases of corruption in the United States.

After 10 years of undercover investigations,

On the morning of July 23, 2009,

the Anti-Corruption Office in New Jersey carried out

the largest ever arrests -- 3 mayors, 2 state legislators,

and a number of rabbis-- a total of 44

were handcuffed and put in the police cars.

Hoboken Mayor Kama Serrano III, 32, was charged

with accepting $ 25,000 from the developer.

Secaucus Mayor El Vale and Richfield Mayor Soares

were charged with accepting $ 10,000 bribe.

FBI anti-Corruption Office Director Ed Kahrer said:

"This, if not the worst in the country,

is one of the most serious one! "

In 2009, NY Department of Public Officials Honest

took NY Governor Paterson's accepting

5 complimentary tickets from the New York Yankees

as bribery in disguise. Thus it fined him $ 60,000,

and made him pay $2,125 for the tickets.

Wu Fan, China Affairs Editor-in-Chief said:

"You can see the U.S. is very strict with officials.

Even the amount is small, if you committed a felony,

you will still be punished. In China, if some officials

have committed a capital offense, he can still live.

On March 12, 2008, NY governor Eliot Spitzer

was forced to resign in sex scandal.

Although Spitzer made his name in combating

organized crime and white-collar crimes,

he had to step down in the criticism.

to "keep mistress" or "second wives".

The exposed "Erotic Diaries" from officials

stunned the public and should be put into

the Guinness Book of World Records.

Wu Changzhen, expert of China's Marriage Law, said,

among the corrupt officials under investigation,

95% have 'mistresses',

while 60% of corrupt officials have "second wives . "

Wu Fan said, corrupt officials is big cancer

to the Communist Party, accelerating its demise.
