【禁聞】新塘衝突“6個沒有” 只有抓人!

【新唐人2011年6月22日訊】在中共度強力維穩的政策下,廣州增城新塘衝突目前已經告一段落。當局開始秋後算帳,逮捕了19人,而且,還用「城市戶口」作為懸賞,讓外來民工舉報參與者。當局聲稱,在衝突中做到了「三個照常、六個沒有」,網友則嘲諷說:「甚麼都沒有,只有抓人!」

《增城日報》19號刊發了增城市公安局通告。通告把新塘衝突說成是“聚集滋事事件”,而舉報相關的所謂“不法份子”,當局承諾,將視情節給予人民幣5000元到10000元的獎勵,並可參與“見義勇為好市民”的評選。此外,舉報者如果是外來務工人員,成績突出的,可獲“優秀外來工”稱號, 給予遷入增城戶口。

此前,當局發《通報》聲稱,軍警在事件中沒有開過一槍,也沒有發生警民衝突,當局做到了「三個照常、六個沒有」。也就是,商鋪照常營業,工廠企業照常上班,除 6月11號大敦村學校主動停課一天外,其餘學校照常上課,並且沒有造成任何死亡﹔公安、武警沒有攜帶任何殺傷性武器,沒有開一槍一彈,沒有一間商鋪被搶、被砸、被燒,沒有發生警民衝突,沒有出現當地人與外地人的對立衝突。

荊楚(中國作家):“一方面,它可能覺得,此風不可長,這樣一長,就鼓勵老百姓反抗了。他們有一種慮、有一個緊張。第二方面,從歷史方面來看,中共一直是靠謊言欺騙和暴力血腥恐怖,來控制中國人民的。教育系統,還有宣傳系統,搞假大空、黨八股 ,偽造歷史啊,來欺騙國內人民,消除反抗意識。”

6月15號,當局以妨害公務罪、尋釁滋事罪、故意破壞財物罪逮捕了19人。

此外,當局利用獎勵戶口來作為告密的誘惑,也引發眾多媒體提出質疑。

《法制週報》署名陳在田的文章指出,中國戶籍制度門檻本身,就是激化社會矛盾的潛在因素之一,用戶籍獎勵舉報者無疑有“傷口撒鹽”的效果,如果還想將之用於“化解”矛盾,恰恰是南轅北轍。

中國的戶籍制度一直備受批評,因為它讓約1.53億的外來務工人員無法享受基本權利,加劇了社會不和諧。

香港《蘋果日報》的評論說,增城將戶口作為舉報的獎賞,顯示當局相信城市戶口對農民工的吸引力。但是,這個做法也顯示了當局操作戶籍問題的隨意性,沒有法例可循。

增城130萬居民中,超過三分之一是外來務工人員,而城市戶口一直是他們夢寐以求的。

Six NOs in Xintang Incident Except for Arrests!

The Xintang uprising has currently been settled

under the strong policy of stability-maintenance by

the Chinese authorities (CCP), with 19 arrests.

The CCP began its retaliation by offering any informants

registered city residency as a reward.

The authorities claimed 6 NOs during the suppression

of the uprising, but Netizens ridicule “nothing but arrests.”

Zengcheng Daily announced a police statement on

June 19, labeling the Xintang Incident as a mobbish act.

The officials offered cash reward of 5000 -10000 RMB

to any informants, plus a title of heroic citizen.

If the informant is a migrant worker, he or she could be

rewarded with registered residency in Zengcheng city.

The authorities claimed that during the incident,

the police didn』t open fire; no police-citizen conflicts

ever occurred; the authorities maintained the normal

businesses of stores, factories and enterprises.

In addition, the authorities also achieved 6 NOs:

No casualties incurred during the unrest;

No lethal weapons carried by police;

No gunfire, burnt stores, robbery and arson;

No conflicts between police and citizens;

No conflicts between local residents and the migrants;

No schools closed, despite one-day class off on June 11

for the Daguo village school.

Jing Chu (Chinese Writer): The CCP was afraid of revolt

so they tried to prevent the unrest from lasting long.

Besides, in both education and propaganda,

the CCP sustained its regime with violence and lies.

Throughout history the CCP was falsifying the truth

to hoodwink the public, defusing their will to revolt.

The CCP arrested 19 people on June 15 in the name of

obstructing official business and committing vandalism.

China Times quoted Netizen 『Wind Code』 by saying:

“Why do they still arrest people, given the 6 NOs?”

The lure of awarding registered urban residency to

informants also sparked questioning from many media.

Chen Zaitian says in Legal Daily,

the Chinese registered residence system

is one of the banes to social contradiction.

Rewarding informants with urban residency can only

make the conflict worse,

and is counter-productive in problem solving.

The household registration system in China has long

been criticized, since it deprives 153 millions of

migrant workers of their basic social benefits and

renders the society even more unstable.

Hong Kong』s Apple Daily says, using registered

urban residency as a reward indicates that

the authorities believe in the power of city residence

to migrant workers.

It shows how arbitrarily the officials manipulate

the urban residency issue beyond any norms.

Among the 1.3 million Zengcheng residents,

more than 1/3 are migrant workers,

who long for a registered urban residency.
