【禁聞】城建啟示錄:一場大雨讓北京癱瘓

【新唐人2011年6月27日訊】北京遭受暴雨襲擊後,部分城區已經出現地陷。民眾普遍質疑市政投資和城建的品質?海外專家學者分析指出,北京的排水系統能力不足以應對暴雨。他們指出,中共治下的社會,重視形象工程而不是老百姓的福祉。

23號的北京暴雨,令首都的“海景”傳遍全世界。陶然亭地鐵站成為“水簾洞”,蓮花橋下的私家車有“滅頂之災”,地鐵一號線因雨水倒灌已部分停運。香港《蘋果日報》報導稱,“北京歡迎你……來看海!”

石景山區居民李先生26號告訴《新唐人》記者,雨後的石景山遊樂場及附近已出現多處地陷。

石景山區居民李先生:“反正我們這個區是全北京市受災最重的區,模式口是這個區裡最重的一個(地點)。 有地陷的,(石景山)遊樂場的地陷陷下去,還挺深的,有好幾片呢。”

李先生還透露,在路面積水越來越高時,有人打開了馬路上的下水道井蓋,想讓水儘快流走,結果兩位被大雨困住的居民從車上下來後,一腳踏入下水道,立刻被積水裹挾著捲走,現在生不見人,死不見屍體。

台灣大學建築與城鄉研究所教授劉克強指出,造成暴雨後城市積水,是城市的排水系統能力不足。

劉克強:“因為我們建設城市,要用很多水泥,把原來水很容易就流到土裡去的效果就堵絕了嘛,所以大部分水沒地方流了。尤其暴雨來的時候,排水的系統顯然不足夠去解決瞬間來的暴雨,所以它就堵在路面上。”

中國社科院學者袁曉猛表示,目前,有些城市的規劃體制、隊伍和理念受過去幾十年的影響,重收益、輕環境,重地面、輕地下。一遇到城市災害就束手無策。

政經評論家林保華:“共產黨一向是比較急功近利的了,它注重外表。另外,我說中國現在建了許多新的大樓、公路,包括高鐵,我都懷疑,豆腐渣工程啊!所以碰到地震、碰到大雨,遲早都要冒出來的。”

《法國國際廣播電臺》發表評論文章說,一場大雨就讓一座城市癱瘓,著實令人沉思。《法廣》提出疑問指出,下場暴雨就讓一個城市窘態百出,幾成澤國,這就不能不讓人對這座城市的發達指數,和相關部門的管理能力打個問號。

而台灣著名作家女龍應臺贊成,用一場大雨來檢驗發達國家和發展中國家。她說,“如果一場大雨使你全身泥濘,汽車輪子陷在路坑裡,積水盈尺,小孩在十字路口用鍋子撈魚”,那麼這大概就是個發展中國家。”

有民眾對此感慨道,“建設那些地面上看得見的政績工程和形象工程,有的是動力和熱情,而做一些看不見的,但卻事關民生福祉的地下基礎設施,就沒人當回事兒了。”

據大陸媒體近年來的報導,2008年奧運場館中,僅鳥巢一項就耗資35億元。中共前黨魁江澤民在位時興建的中國國家大劇院,共花費了將近27億元。

A Storm Paralyzed Beijing

A torrential rain in Beijing caused land subsidence and

left Beijingers questioning the city planning quality.

Overseas scholars say Beijing』s drainage capacity

is not sufficient to deal with storms.

Also, Chinese Communist Party (CCP) entails a society,

where projects』 image outweighs people』s well-being.

On June 23, a storm turned Beijing into an ocean.

Taoranting subway station was a water curtain cave.

Cars under Lotus Bridge were submerged.

Subway Line No. 1 was temporarily suspended.

Apple Daily reported, “Welcome to Beijing…

to see an ocean!”

Mr. Li in Shijingshan District told NTD on June 26,

land subsidence occurred in Shijingshan Amusement

Park and its neighboring areas.

Mr. Li (Shijingshan resident):

Out district is the worst-hit area in Beijing,

and Moshikou is the worst-hit area in this district.

There are many land subsidence cases around here.

Some of the subsidence is considerably deep.

Mr. Li also said, when water mounted on the roads,

someone removed the manhole covers on a street,

hoping that the rain water would be drained rapidly.

However, 2 passengers were carried away by water

when they stepped into the manholes.

It is unknown whether they are alive or dead.

Taiwan University Institute of Architecture』s

Prof. Liu Keqiang said that the accumulation of water

is caused by the city』s poor drainage capacity.

Liu Keqiang: the widely used cement in construction

prevents water from flowing into the earth.

If a downpour is met with a poor drainage system,

the water cannot be drained and remains on the surface.

Yuan Xiaomeng from the Academy of Social Sciences

said that some cities』 planning concepts are out-of-date

mainly profit-chasing and negligent of the environment.

They are useless when the cities are struck by disasters.

Critic Lin Baohua: CCP is profit-driven all the way.

Most of its construction works are appearance-focused.

I suppose that the tall buildings, highways and railways

that were recently built are nothing but jerry-built.

They can hardly survive big earthquakes or rainstorms.

RFI commented that a city is paralyzed by a storm.

It is should be contemplated.

As a storm can embarrass a city and turn it into an ocean,

the city』s development ratings and

management capability should be questioned.

Taiwan author Lung Ying-tai agreed on the statement

to measure a city with a downpour for its development.

She says if people get trapped in a downpour

with mud over the body and cars entrapped on streets,

the flooding and kids fishing on the road,

that must be a 『developing』 country.

Some people said, “(The officials) are motivated

to construct visible projects and buildings for show.

However the invisible infrastructure construction

concerns the people』s well-being.

However, it has been ignored for many years.

CCP』s ex-leader Jiang Zemin spent RMB 2.7 billion

on the China's National Grand Theater,

3.5 billion yuan was spent on the bird's nest stadium,

as per CCP』s media.
