【禁聞】法律空運 五毒氾濫

【新唐人2011年11月1日訊】中國警方近日破獲一起利用網路視頻聚眾吸毒、販毒的特大案件,遍佈31個省區市,涉案人數達1萬2千人。查獲的涉嫌吸毒人員年齡多在35歲以下,最小的只有14歲。但官方並未透露是哪個網站涉及案件。大陸毒品氾濫,吸毒年齡層有下降趨勢,毒品在中國為何可以如此興盛,請聽專家的分析。

中國近日查獲第一宗利用網路視訊交友平臺的涉毒活動案件。大批各地男女青年透過熟人介紹,通過視頻「表演」吸毒等過程,進入到這個加密的聊天室進行集體吸毒。這個被稱為「8?31」特大網路吸販毒案,總共查獲了496宗製毒販毒案,144個製販毒集團、340個吸毒點、22個製毒工廠,涉案人數高達12,125人,繳獲毒品308.3公斤。

販毒集團組織從今年三月開始,利用視頻交友網站設立虛擬「十人房」、「百人房」等加密聊天室,吸引大批各地青年加入。據專案組負責人介紹,涉案的犯罪嫌疑人大多為青少年,年齡層分佈35歲以下的佔66.2%,18歲以下佔2.6%,年齡最小的只有14歲。

公安部表示涉毒交友網站註冊用戶有上千萬個,一百多個聊天室涉毒,他們在聊天室中公然吸毒,向上百名在線上的人現場直播。

針對大陸毒品氾濫的現象,《新唐人》採訪了中國問題專家、社會類評論家鞏勝利,他表示,有很多執法人員也參與其中。

鞏勝利:「中國由於法治不健全,還有法治的漏洞,執法人員的參與其中都是難以遏止的,你比如像廣州,前不久也出現過一段幾噸幾噸的冰毒在生產,其中就有公安保護下的這種生產。」

原中共瀋陽宣傳部官員張凱臣也表示,政法委、省公安廳、公安局、禁毒大隊、刑警大隊、司法大隊都有普遍參與全國性涉毒。而執法人員參與的方式,有的直接介入,有的是脅迫黑道社會。

張凱臣:「中共已經改革開放三十多年,這個五毒氾濫到現在愈演愈烈,導致整個國家權力機構、公安系統全都參與其中,你想,他們參與其中不等於給黃賭毒保駕護航嗎?這種現象會屢見不鮮。」

中國社會亂象叢生,販毒吸毒現象越來越猖獗,鞏勝利說,他在多年前就主張要加深健全中國的法治,不過他也表示:中國大陸的憲法空運轉,是全世界最無能的憲法。

鞏勝利:「比如像中國的憲法,中國憲法是全世界最無能的憲法,比如沒有執行,沒有現有法律來維護,也沒有執行過任何一個憲法的案件,所以憲法對全世界來講,對中國老百姓13億人來講都是空運的法律。」

張凱臣也指出,造成中國社會毒品氾濫現象的原因,是政府官員身陷其中的放縱,明著管但不進行實際管控,因此讓毒品得以在民間擴展開來,不僅毒害了中國人的身體,更毒害了中國人的思想。

CCP Public Security Officials Promote Drug Crimes

A massive drug abuse and trafficking case was uncovered

in China.

Suspects utilized online video to recruit youths

from 31 provinces, involving over 12,000 people.

The majority of suspected drug users are under 35 years old,

with the youngest being only 14 years old.

The Chinese Communist Party (CCP) authorities did not

disclose the name of the website in question.

Drug abuse is commonplace in China with younger

and younger people becoming involved.

Why are drugs are so rampant in China?

Let』s take a look at what the experts have to say.

Recently, the first drug-related case involving an Internet

video dating service was uncovered in China.

Massive groups of young men and women across China,

who were introduced by acquaintances,

were discovered showing each other how to take drugs.

They joined encrypted chat rooms to take drugs as a group.

The case has become known as the “8/31 massive case

of drug trafficking and drug-taking via the Internet.”

The police uncovered a total 496 cases involving drug making

and trafficking, 144 drug cartels, 340 drug taking places, and 22 drug-making factories.

As many as 12,125 people were implicated

and 308.3 kg (680 pounds) of drugs were seized.

Since March, drug gangs have been running

a video dating website, replete with encrypted virtual spaces

with names like, "the ten people room" and "100 people room,”

attracting massive groups of youth across China.

The project head said the majority of suspects involved

are youngsters, with 66.2 percent being under 35 years old

and 2.6 percent being under 18 years old.

The youngest suspect is only 14 years old.

The Ministry of Public Security said that tens of millions of

people registered on this drug-related dating website.

Over 100 chat rooms were involved in drug taking,

where participants blatantly took drugs and broadcast live videos to hundreds of online viewers.

Drugs are rampant across China.

Gong Shengli, a critic and expert on China issues,

told NTD TV that many law enforcement officers were also implicated in the case.

Gong Shengli: "China』s rule of law is faulty, with many

legal loopholes.

It』s hard to prevent law enforcement officers

from getting involved.

For instance, shortly before this big case, a huge crystal meth

production site in Guangzhou was uncovered.

The site was capable of producing tons of meth.

Some production sites operations are protected

by local public security officials.”

Zhang Kaichen, a former official of the CCP Propaganda

Dept. of Shangyang Province, said that the Political and Legislative Affairs Committee,

the Provincial Department of Public Security,

the Public Security Bureau, the Anti-drug Brigade, the Police Brigade,

and the Judicial Brigade, all of these CCP organizations

invariably become involved in nationwide drug-related crimes.

They either get directly involved

or they collaborate with the local Mafia in China.

Zhang Kaichen: "China has been reforming and opening up

over the last 30 years.

But so far, the drug abuse problem is getting worse.

Entire official organizations, including the public security

system are involved.

Aren』t they escorting and protecting these drug traffickers?

Such phenomenon is commonplace in China.”

Drug trafficking and drug taking has become increasingly rampant

in China.

Gong Shengli said that many years ago,

he advocated deepening and improve China』s rule of law.

But he admitted that the current constitution of China

is a basic outline of governance.

It represents the world's most incompetent constitution.

Gong Shengli: "For example, China's constitution is

the most incompetent constitution in the world.

It』s never been implemented or maintained by existing laws.

Court cases are never conducted using constitutional law.

So to the world, or to China』s 1.3 billion people,

the constitution is still in idle mode.”

Zhangkai Chen also commented that China』s massive

drug problem is a consequence of CCP officials』 indulgence.

Due to their participation, drug-related crimes have

never been truly regulated, causing drugs to spread throughout society.
