【新唐人2011年11月7日訊】將於11月8號投票的北京區縣人大代表選舉,初選結果已經公布:20多名獨立參選人士被「剔」出候選人名單,不能獲得競選人大代表的資格。有獨立參選人透露,自己遭受當局威脅說:人民代表是黨選,不關人民的事情。

這次北京區縣人大代表選舉將從6615名候選人中選出4349名人大代表,但「選舉小組」初選候選人的透明度受到民眾強烈質疑。

北京西城區獨立侯選人野靖春從8月就開始做參選準備,他到人大選舉委員會詢問相關參選信息,一直得不到任何答復。

野靖春:“不透明啊,反正我們好多事情都了解不到。根據往屆啊,它這個人大代表的名額都有指標分配的,比如你這個地區,你出男的,出女的,出哪個行業的,它都是有指標分配的,另外他選的那些個人,都是在黨政機關任職的,沒有像我們這樣﹙來自﹚任何職位的候選人。”

由於選委會限制參選人宣傳,進行初選的「選舉小組」無法了解每位參選者,而初選投票的整個過程,以及參選者被篩走的原因都不會公布。

野靖春透露,政府已經內定人選,有的由領導面對面推薦,在中國那種政治環境下,民眾也不得不舉手同意。有官員甚至直接告訴她:即使參選也選不上。

野靖春:“任何宣傳活動都不能舉辦,所以前期只能通過網絡進行一些宣傳,那麼現在連網絡也給我們封死了,封殺了。”

為選民打官司的王成律師認為,公民參加選舉宣傳自己,通過貼海報,發傳單,走訪,發郵件等各種形式,都是合法的。

王成律師:“但是各地很多人被禁止貼海報,被撕掉,被居委會,選舉小組撕掉,我認為這些都是違法的,嚴格的來說,這些行為都是一種破壞選舉的犯罪行為。”

為了阻止獨立參選人通過初選,當局不惜動用武力限制參選人的人身自由。

北京朝陽區人大參選吳麗紅:“從9月29日到10月24日,我就是被控制,我就沒有辦法去參加選舉會,所以初選名單也沒有,然後後續的機會全部喪失了,都沒有了。他們(北京警察)這樣做,第一是違背憲法和相關法律,第二,作為一個公開的司法部門,政法部門,這樣做太不應該,拘留沒有理由,夜裡2點的時候你就給我強行帶走了,甚至連我的家人都不知道,他們這種做法真的很無恥。”

成都獨立參選人胡金瓊也因堅持參選而多次遭受當局威脅和毆打,她的競選宣言被當局說成是煽動,還被威脅說,人大代表是黨選,跟她無關。

成都獨立參選人胡金瓊:“我只是說了幾句我們這裡實際情況的實話,敦促政府抵制市場價,拆遷問題,賠償問題,保障被拆遷人的合法權益,敦促政府三農遺留問題,查實土地,養老保險,醫療保險未落實的問題,以及誰徵地誰買單,我不知道我說了他們的甚麼痛處,他就來威脅我,後來就說,人大代表是黨政裡選,不管我們的事,就這個意思。”

王成律師分析指出,當局阻止民眾參選,是害怕真正代表人民利益的人發出聲音。

王成律師:“中國大陸本身這個官員貪污腐化情況比較嚴重,直接的矛盾就是如果出現一批獨立參選人,積極為當地選民代言,為他們服務,有可能對這些貪污腐化的官員形成一些利益衝突。所以他肯定要打壓這些人,反對這些人。”

王成強調,當前中國社會矛盾突出,對於各地方當局來說,打壓和阻止民眾獨立參選人大代表,也是一項維穩的政治任務。

CCP』s Independent Candidates Suppression

County deputies voting election will be held on November 8

in Beijing. Primary results have been published.

Over 20 independent candidates were removed from the list,

and were not qualified in the election of deputies.

Independent candidates said that they were threatened

by the authorities.

Authorities claimed that Chinese Communist Party (CCP)

electing people』s representatives has nothing to do with the people.

The Beijing district』s People's Congress election will elect

4,349 NPC representatives among 6,615 candidates.

The transparency of the primary candidates by election team

is strongly questioned by the public.

Ye Jingchun, an independent candidate in Xicheng District,

Beijing started to prepare for the election in August.

He went to the NPC Election Commission to ask for relevant

information, but has not received any response.

Ye Jingchun: "It』s opaque, many things we don』t know.

According to previous elections, NPC deputies have a target

quota, like region, gender, industry, they are all assigned.

Those individuals, chosen by CCP, are serving in the CCP

and government organs, not like us, (from) any occupation."

As the Election Committee limited candidates』 advocacy,

election teams cannot understand each candidate.

The whole process of primary voting,

and why some candidates were not chosen, will not go public.

Ye Jingchun said the government has slated candidates,

and some are recommended by leaders, face to face.

In China』s political environment, people have to agree to it.

Some officials even told her directly that she won』t be elected.

Ye Jingchun: "I can』t hold any campaigns, so I only did some

promotions online initially. Now we are even blocked online."

Attorney Wang said citizens who participate in elections

publicize themselves through posters, leaflets, visits, mail and other legitimate forms.

Wang: "Many have been banned from putting up posters.

Their posters were torn by the neighborhood committee or the election team.

I think these are illegal, strictly speaking,

these acts are crimes of disrupting the election."

In order to prevent independent candidates from running

in the election, authorities even utilize military force to limit their personal freedom.

Wu Lihong (Beijing Chaoyang District): "From September 29

to October 24, I was controlled, and could not go to elections.

So I did not get into the primary list,

and subsequent opportunities were all lost too.

Their (Beijing police) deeds are contrary to the Constitution

and relevant laws.

As public judiciary, and law enforcement departments,

they really should not behave like this.

They took me away at 2 a.m. My family did not know.

They are really shameless in this practice."

Hu Jinqiong, an independent candidate in Chengdu has also

been repeatedly threatened and beaten by authorities, because she insisted on elections. Authorities called her election manifesto

instigation against them.

She was also threatened by CCP-elected deputies,

who said the election had nothing to do with her.

Hu Jinqiong (Independent Candidate, Chengdu):

"I just said a few words of truth.

I urged the government to resist market price, forced demolition,

issues of compensation, and protecting interests of the demolition party.

Also, to solve old issues of agriculture-countryside-farmer,

to verify land, endowment insurance, medical insurance,

as well as those who expropriate

land should pay for it.

I do not know why this hurts them (CCP),

but they came and threatened me.

Later on they said that deputies are elected by the CCP,

and that it has nothing to do with me."

Wang believes that CCP prevents citizens from participating

in elections because it』s afraid of people』s voices being heard.

Wang: "The official corruption in China is very serious.

If there is a group of independent candidates actively speaking

for local voters, and serving the voters,

there may be conflict of interests with those corrupt officials.

So it (CCP) must suppress them, and be against these people."

Wang stressed that current social contradictions

in China are very serious.

For local authorities, it is also a political task to suppress

and prevent independent candidates from running.
