【禁聞】《拘留所條例》警察濫權不受懲處

【新唐人2012年3月3日訊】各位觀眾朋友好,歡迎您收看本期的【中國禁聞】,首先,我們一起來關注一下中國大陸司法狀況。繼“躲貓貓死”、“喝水死”及廣東烏坎村村民薛錦波在看守所“心臟病病死”之後,江蘇宜興也發生了同類事件。一位61歲的工人因涉嫌盜竊工廠的不銹鋼廢料,以報復工廠不給買社保,2月28號他被警察帶到了周鐵派出所訊問,3個多小時後死亡。事後,當局出動一百多名警察與死者家屬搶屍,並打傷了家屬。目前,家屬仍然不知死者屍體下落。

3月1號,大陸官方公布,《拘留所條例》已被審議通過,將於4月1號起施行。新的《條例》將原來徵求意見稿中,有關虐待人的警察“被追責、限時通知家屬、被拘留人死亡處理”等條款刪除,變成了無法可管。有評論說,對警察權力不加制約,最後倒霉的將是所有的中國人,包括自以為濫用權力而不受懲處的警察。

除了司法問題,民生問題也是困擾大陸民眾的一個主要問題。最近,各地的群體事件也在頻繁爆發。

3月1號,遼寧撫順市上千名計程車司機集體罷工,抗議政府新增300臺出租車。罷工司機表示,目前撫順市出租車行業基本飽和,加上油價高漲,司機們的生計已經很艱難,政府再增加幾百輛車,無疑是要阻斷他們的生路。上千司機聚集在市政府門前要求官方收回成命,而官方則出動了大批警察戒備。罷工計劃持續三天。

2月29號,廣東佛山《溢達紡織公司》也有職工集體罷工,抗議工價下降和扣獎金的新制度。罷工從裁床部蔓延針織部,有擴大趨勢。《溢達集團》是高檔純棉襯衫生產商,佛山工廠佔地面積超過82萬平方米,員工2萬多人。

Following the so-called death from a "hide and seek" incident,

A 61-year-old worker was suspected of stealing factory's

scrap metal, due to the company refused social insurance.

On Feb.28, police took him to Zhoutie for custody,

three hours later he died.

Later, authorities sent 100 policemen to take his body from

his family, beating and wounding them.

At this moment, his family still don't know where his body is.

On March 1, the CCP officially announced that detention

regulations has been reviewed and approved.

It will be implemented from April 1. The new regulations

have deleted some content from draft versions.

For example, if police abuse people, they should be

investigated, and victim's family should be informed.

If a detainee is killed, how is that dealt with?

Commentators said that without restriction on police power,

the bad luck will be on all Chinese people.

This includes police who believe they can use their rights

at will but never get punished.

In addition to judicial issues, civil issues are

another main problem that Chinese have suffered.

Recently, mass incidents happened frequently

in many places.

On March 1, over one thousand taxi drivers in Fushun city of

Liaoning province went on strike.

They are protesting against government plans

to add 300 new taxis.

Drivers said there are enough taxi's in Fushun, and gasoline

is more and more expensive.

Both of these made the livelihood of taxi driver

very difficult.

Now the government wants to add hundreds more,

which is trying to break the drivers' lives.

Over one thousand taxi drivers got together in front

of the city hall to ask the government to give up the plan.

But the government dispatched a large number of police.

The drivers plan to strike for 3 days.

On February 29, there was an employees strike in

Guangdong Esquel Textiles Company, based in Foshan.

The employees protested the factory decreasing salaries

and bonuses.

The strike started from the cutting department to knitting

department, and has a trend to expand.

The Esquel Textiles Company is a manufacturer of

high-end cotton shirts.

The Foshan factory occupies over 820,000 square meters

and has more than 20,000 employees.
