【禁聞】解讀中共《2010年美國人權記錄》

【新唐人2011年4月12日訊】在全世界正在關注被綁架的中國藝術家艾未未時,中共當局在4月10號拋出了《2010年美國人權記錄》。海外學者如何解讀這份報告呢?美國的人權事實與中共的報告有哪些出入?跟本臺記者一起聽聽美國華人學者的分析。

回應美國國務院8號發表的《2010年度世界人權報告》,中共當局在4月10號也公布了《2010年美國人權記錄》。美國南卡萊羅納州管理學教授謝田,接受《新唐人》電話採訪時表示,美國的「世界人權報告」揭示的是全世界的人權狀況,包括中共統治下的人權真相。

謝田:「美國發表的是指世界的人權報告,美國在改善自己的人權的同時,也要求其他國家也改善人權。我覺的這是對世界道德和正義的一個貢獻。我發現中國的人權報告不是世界性的,而是光罵美國的。這顯然是中共氣急敗壞、狗急跳牆。」

作為在美國生活了20多年的學者,謝田介紹說,正因為美國的一些大公司提供的骨幹光纖網路,使全世界人民可以使用互聯網,美國是國際上使用互聯網最通行無阻的國家。對於中共指責美國限制互聯網,他用自己家人的親身經歷來說明問題。

謝田:「我女兒在回中國的時候,她馬上就知道中國在封鎖互聯網,因為她上不了Facebook(臉書),沒辦法跟她的朋友交流。是誰把中國的互聯網變成了局域網、國內網?」

謝田表示,中共指責“美國無視自身存在的嚴重人權問題”和事實不符。他以美國歷史上為解放黑奴而爆發過戰爭,而現在佔人口大多數的白人,選舉出一位黑人總統為例,都說明瞭美國在用行動不斷改善自己的人權。

中共在報告中說,美國槍支氾濫,犯罪率高,公民的生命和人身安全沒有保障。謝田指出,美國人很多擁有槍支,主要是為了捍衛自己的權利而不是犯罪。而美國的媒體獨立,所以任何小的案件都會報導,這樣給人的印象是犯罪多。但大陸當局是在媒體上封殺所有不同的聲音,並以此為基點指責美國。

謝田:「這簡直是胡說八道了。首先,美國人民的生命和財產權,這是美國憲法保障的最重要權利。在美國我們不會聽說,有甚麼任何一個人被警察或武裝力量悄悄的帶走。那種把良心犯不經審判就投入監獄和勞教所,那恰恰是中共自己。」

謝田特別指出,中國社會人權犯罪的根源,出自制度,而西方、包括美國出現的則是個案,這是最大的區別,也是中共當局有意混淆的概念。

謝田:「在美國有甚麼犯罪的話,但是這不是政府對民間的行為,都是個人行為,在中國的人權犯罪,最大的人權犯罪現在是對法輪功學員的整體的迫害。這個犯罪不是一個、兩個個體,而是整個國家機構、整個國家機器在明目張膽的對個體的民眾在犯罪。」

謝田希望,中國人能看透中共當局以政府形式散佈的謊言,為自己的權利而抗爭。

CCP』s U.S. Rights Report

As world attention focuses on the arrest

of Chinese artist Ai Weiwei,

the Chinese Communist Party (CCP) published

a “U.S. Human Rights Record 2010.”

How to interpret the report? How accurate is it?

Let』s hear from an American-Chinese scholar.

As a reply to the U.S. 2010 report on human rights,

the Chinese communist regime published

a report “U.S. Human Rights Record 2010.”

Xie Tian, a South Carolina management professor,

said in an interview with NTD that the U.S. report

details the human rights situation in the world,

including that of China under CCP』s rule.

Xie: “The U.S. report is on human rights globally.

As the U.S. improves human rights,

it asks other countries to do the same.

This is a contribution to world justice.

The CCP』s report accuses the U.S. only,

showing its displeasure and loss of composure.”

Prof. Xie has lived in the U.S. for over 20 years.

He said the fiber-optic cables of U.S. companies

help Internet connection in the world.

The U.S. offers free Internet access.

To CCP』s accusation of web control in the U.S.,

Xie has this reply from personal experience.

Xie: “As my daughter visited China,

she saw immediately the Internet censorship.

She couldn』t access Facebook to talk to friends.

Who has limited China』s web to a domestic web?”

CCP accused the U.S. of rights neglect;

Xie said the truth shows otherwise.

Historically, the U.S. had wars to release slaves.

The white-dominant U.S. elected a black president.

This shows ongoing rights improvement.

The CCP』s report said that high gun ownership and

crime rate in the U.S. undermine citizen』s safety.

Xie said guns are used mostly for selfprotection,

not to commit crimes.

As media is independent and reports the incidents,

this can give the impression of high crime rate.

China』s media censors different voices,

and it accuses the U.S. from this standpoint.

Xie: “(The CCP』s report) is nonsensical.

American people have their lives and properties

protected by the constitution.

We do not hear in the U.S. that someone

has been taken by the police secretly.

In China) prisoners of conscience are sentenced

to jails and labor camps without trials –

this is what the CCP has done.”

Xie said China』s rights crimes are systematic,

while crimes in the U.S. are isolated cases.

This is the major difference,

and the CCP confuses the difference intentionally.

Xie: “Crimes in the U.S. are not state action

against the American people, but individual acts.

In China』s rights crimes, the biggest is

the persecution of Falun Gong adherents.

The crime is not committed by one or two people,

but by the entire state machine

against individual people.”

Prof. Xie hopes that the Chinese people can see

through the CCP』s lies and protect their own rights.
