【禁聞】日美印對話框架 應對中共

【新唐人2011年4月12日訊】日本《共同社》週一援引多名外交消息人士的話報導說,日本、美國和印度三國已經達成協議,將於今年內,建立新的高階官級對話框架,討論區域局勢的安全問題等。主要是分析和應對中共的動向。

《共同社》4月10號引述外交消息人士的話說,外務省事務次官佐佐江賢一郎,與印度副外長拉奧,在8號舉行的日印副外長會談中,就組建「日美印對話框架」達成了協議。

報導說,有意見預測,這個對話框架的主要議題是,分析和應對中國的動向。而評論普遍認為,這將遭到中共的反彈和抗議。

中共的軍費開支在過去幾年迅猛增長,以及核不透明,引發周邊國家的擔憂。這使得原先不願刺激中國,而對「日美印合作」持消極態度的印度,也決定與日本和美國合作。「日美印框架」就是在印度的倡議下實現的。而印度與美國的部長級戰略對話仍將持續。

美國海軍上將羅伯特‧威拉德(Robert Willard),4月7號晚間,在紐約理工大學闡述了對中共軍事擴張的態度。

威拉德:“中共當局令人難以置信的軍事擴張,他們已經擁有世界上最龐大的軍隊,近期 咄咄逼人的姿態更令鄰國緊張。”

兩年前任職美國太平洋艦隊司令、現在是太平洋地區總指揮官的威拉德強調,印度作為人口最多的民主國家,經濟和對東南亞地區的影響力都在增長,印度和美國是天然的夥伴關係,將增加戰略合作。

雖然,美國在亞洲的盟國,多希望美國能更多的參與到亞太區域和平事務中來,但威拉德否認“美國在遏制中國”的說法,他表示,美國及其盟國,將繼續為亞太地區的安全竭盡全力。

威拉德:“美國與澳大利亞、日本、韓國、菲律賓和泰國的聯合,為應對該地區最大的威脅。為了廣泛的共同利益,美國將增加與各國的深入合作。”

威拉德明確指出,美國太平洋司令部的職責是維護這個地區的和平與安全。而朝鮮的核軍事化是亞太地區不穩定因素之一,中國是朝鮮的盟國,是決定朝鮮有哪些動作的關鍵,因此美國希望中國扮演恰當的角色。

威拉德說,美國國防部長蓋茨兩次提出,就戰略核武、網絡技術、空間技術等方面與中共高層對話,但中共當局的姿態是『還要考慮』。美國希望中共當局在網絡和空間技術,這些關係到全球安全的領域,改變原有的做法,並且採取負責任的態度。

Japan-U.S.–India Dialog to Counteract CCP

Japan』s Kyodo News report quoted diplomatic sources

that Japan, U.S. and India have agreed to set up

a new framework for high-level official dialogues

to discuss issues such as regional security,

mainly for the purpose of analyzing and responding

to the Chinese Communist Party』s (CCP) threats.

On April 10 Kyodo News quoted diplomatic sources

that Japanese Vice Minister of Foreign Affairs,

Kenichiro Sasae and Indian Deputy Foreign Minister,

Rao reached an agreement on setting up

"Japan-U.S.-India dialog framework” on April 8

during a deputy foreign ministers』 discussion.

Expectantly the main topic of this framework

is to analyze and respond to threats from China.

Experts think that CCP will react and protest.

CCP』s rapid recent growth in military spending

and its lack of nuclear transparency

caused concerns in neighboring countries.

Initially India did not want to be involved

in the Japan-U.S.-India cooperation, however it has

now decided to cooperate with Japan and the U.S.

『Japan-US-India Framework』 was brought up by India.

The ministerial level strategic dialogue

between India and the U.S. will continue.

U.S. Navy Admiral Robert Willard has described

the attitude toward Chinese military expansion

at the Polytechnic Institute of NYU on April 7.

Pacific Region and U.S. Pacific Fleet Commander

until two years ago, Willard, stressed

that India is the most populour democratic country,

with growing economy and impact on Southeast Asia.

India and the U.S. are natural partners,

and will increase strategic cooperation.

Though most of U.S. Asian allies hope U.S. will get

more involved in peace matters in the APAC region,

Willard denied "the U.S. is to contain China."

He said the U.S. and allies will continue to make

every effort to maintain safety in the APAC region.

Willard clearly stated the U.S. Pacific presence

is to maintain peace and security in the region.

North Korean nuclear militarization is one

of the factors of instability in the APAC region.

Being a North Korea』s ally China plays a key role

in determining what action North Korea would take.

U.S. hopes China will play this role appropriately.

Willard said that the U.S. Secretary of Defense,

Robert Gates twice requested a high-level dialogue

with China on nuclear weapons strategy, network

and space technology, etc. The attitude from

Chinese authorities was 『needs more consideration.'

U.S. hopes CCP will change its existing practices

and will adopt a more responsible attitude,

especially regarding network and space technology,

which impact the security on a global scale.
