【禁聞】谷歌被駭 全球掀網絡博奕戰

【新唐人2011年6月6日訊】谷歌日前表示,中國濟南的黑客試圖侵入數百個Gmail電郵帳戶,國際網絡安全再次成為輿論焦點。而就在谷歌發出公告的第二天,中共解放軍軍事科學院發表長文,暗指出全球網絡戰爭始於美國。目前,美國聯邦調查局已經對此事展開調查,中國黑客的真面目或許能水落石出。

解放軍科學院的《網絡戰,怎麼戰》一文,只字未提中國黑客入侵谷歌電郵用戶事件,但文章說,“近年來,網絡空間博弈的'龍捲風'席捲全球,'舒特'攻擊、'震網'病毒、'維基揭秘'、'中東北非事件'接踵而來,給世界帶來極大的衝擊和震撼,這背後都有美國的影子。”

旅居美國的中國問題觀察人士張偉國表示,中共官方報紙刊登軍方學者這樣的文章,恰恰說明中共政府的言行不一。

張偉國:“你看它不是做檢討或一起來商量問題,它馬上就把元兇、中東最近的革命形勢的變化這些聯繫在一起,完全無中生有。六四的時候,它就說中央情報局在策動的。現在蒙古的事情又說是有人在境外煽風點火。”

自去年年初以來,谷歌至少第三次指稱自己的業務受到來自中國的干擾。而這次的黑客事件,谷歌表示,他們發現這起入侵行動來自中國濟南,受到影響的客戶主要為美國資深官員、中國人權活動人士、亞洲國家的官員、軍人及媒體記者。

中共外交部發言人洪磊6月2號在例行記者會上拋出典型辭令,聲稱這種指控是不可接受的,中方支持黑客攻擊的說法純屬無中生有,是別有用心。

張偉國:“回顧歷史,中共建政以後,好像它從來沒有承認過錯誤,從來沒有承認過它該承擔的責任。再大的事實擺在它的面前,它都會抵賴的,要承認也是底下關起門來講講而已。”

近來大陸媒體上不乏有關廣州軍區建立“網絡藍軍”,以加強對黑客抵禦和抗擊的報導。不久前中共國防部發言人耿雁生曾對《泰晤士報》證實,該部有一個編製約30人,由IT高手組成的的特別部門。這一說法印證了西方關於中共擁有一支“網絡部隊”的猜測。

美國國防部長蓋茨日前出席亞洲安全會議期間提出,國際社會應該共同討論制定相關規範,控制以黑客侵襲為特徵的網絡戰。

蓋茨表示,如此可以在未來避免一些重大衝突的發生。“通過這些規則可以共同判定甚麼樣的網絡行為是可以接受的,甚麼樣的行為可以被定義為戰爭行為。”

時政評論家橫河:“世界上的駭客行為50%的來自中國,所以中國是世界上網絡攻擊最厲害的國家。以前的網絡上沒有規則,所以中共可以肆無忌憚。現在人家(美國)說了你不要對我進行網絡攻擊,不然我會視為戰爭行動。這就是說美國開始制定國際上網絡戰的規則了。以前是沒有規則,沒有規則中共就胡來。他是率先製造很多麻煩,逼著國際社會制定規則。”

此前有報導指出,美國軍方正在為網絡戰制訂首個軍方指導原則,五角大樓表示,如果美國遭到網絡襲擊,當局將不排除任何可能性,包括對網絡襲擊做出軍事回應。

A Global Cyber War Triggered

Google recently announced that hundreds of its

Gmail accounts were attacked by hackers from Jinan,

China. Internet security, again, comes into focus. The

day after Google』s announcement, Chinese Academy

of Military Science published a long article, insinuating

that the global cyber war originated in the U.S. But the

Federal Bureau of Investigation』s (FBI) ongoing

investigation might expose the Chinese hackers.

The Chinese Academy of Military Science published

the article, “Cyber War, How to Fight It,” which said

nothing about the Chinese hackers』 attacks on Google

e-mail users. Instead it said:, “Over recent years, the

『tornado』 of cyber war arrived and shocked the world

with the Suter attack,, the Stuxnet worm, WikiLeaks,

and 『resolutions in Middle East and North Africa,』

one after the other—the hidden culprit being the U.S.”

Zhang Weiguo, a China observer residing in the U.S.,

said that this article, published in the Chinese

Communist Party official newspaper, indicated

that the CCP is saying one thing while doing another.

Zhang Weiguo said: “The CCP doesn』t criticize itself

or discuss the problem with others. Rather, it connects

criminals with the resolution in the Middle East to

create something out of nothing, just like, its accusation

that the CIA incited people on June 4, and that

overseas people are now fomenting Mongolian issues.”

Since the beginning of last year, Google announced

that China tried to interfere with Google at least

three times. Google announced that the attacks

originated from Jinan, China, and that those targeted

included senior U.S. officials, Chinese activists,

Asian officials, soldiers, and journalists.

On June 2, Hong Lei, China』s Foreign Ministry

spokesman, said in a routine press meeting that, the

accusation that China is supporting cyber attacks is

“unacceptable, false, and has ulterior motives.”

Zhang Weiguo said: “In retrospect, since the CCP

has the power, it seems that it never admits its

mistakes or assumes its responsibilities.

Whatever significant issue it faces,

it can always confidently deny them or admit them.”

Recently, Chinese media reported on “cyber army”

plans in the Guangzhou Military Area, which guards

against cyber attacks. Geng Yansheng, spokesman

for China』s Defense Ministry, told “The Times”

that, the Defense Ministry has a special group of

30 IT experts. His words confirmed Western

countries』 suspicion of a CCP “cyber army.”

U.S. Secretary of Defense Gates, recently pointed

out, at the Asia Security Conference, that the

international community needs to discuss and make

joint rules to combat the ongoing cyber wars.

Gates said that, doing this can help prevent major

conflicts in the future. “By making use of these rules,

we can decide what types of network behaviors are

acceptable, and which ones are acts of war.”

Heng He, a current affairs commentator, said: “50%

of the world』s hacker attacks originate from China,

so China has the largest inventory of hackers.

But the Internet has never had any related rules,

so the CCP could do anything.

But now the U.S. said, do not attack our network,

otherwise we will regard it as an act of war.

Thus, the U.S. has started to implement international

rules of cyber war. Before, the CCP operated

without any rules, creating untold havoc, thereby

forcing the international community to make rules.”

Previous reports indicate that, the U.S. military is

creating military policies for cyber war. The Pentagon

announced that if the U.S. network is attacked,

officials will not exclude any form of retaliation,

including military action.
