【禁聞】收入跑贏CPI 百姓大呼數據造假

【新唐人2011年8月13日訊】中國各省區市的《經濟數據半年報》先後公布,結果顯示,全中國上半年約有30個省份的城鄉居民收入增速,全部“跑贏「居民消費價格指數」(CPI)”。對於當局發佈的這個結果,很多人表示信不過。下面請聽專家是怎麼分析的。

大陸《中國經濟時報》8月3號公布《經濟數據半年報》結果,上半年29個省區市城鎮和農村居民收入增速,都超過10%,31個省份城鄉居民收入增速全部“跑贏”CPI。

《經濟數據半年報》顯示,中國上半年CPI增長率為5.4%,居民收入增速幾乎都超過了CPI增速的兩倍。為此,中國民眾不但沒有高興,反而大呼資料造假。

經濟評論家草庵居士表示,CPI這個指數,中共多年來都造假。而且他說,整個經濟在沒有明顯增長的時候,居民收入從哪裏來增長?

草庵居士:“中共(公布)經濟增長到百分之10幾的時候,我們看到中國百姓的收入跟世界排名,它還排在100名之外的,所以從這點看,中共政府講的那個數據,實在是謊言…不可以採信的。我們要看城鎮居民收入的增長,當我們整個工資的水準沒有增長、沒有大幅度增加的時候,這個(居民收入)增長基礎就非常虛弱了。中共公布了收入增長了10%,跑贏了這個CPI ,實際上這是一個謊言。”

國家統計局內部人士透露,目前很多省份並沒有仔細測算:扣除物價上漲因素後的居民收入實際增速,“因為這個數字很難看,所以乾脆不公布”。

《新唐人》特約評論員傑森表示,在中國過去的10年發展過程中,統計發現,80%中國人的收入增長是極其緩慢,甚至沒有增長。但是它的平均值卻每年以很高的數字在增長。

經濟評論專家傑森:“它(當局)平均值這樣算本身是有問題的,就正常算的話,就是另外一個數據。正常是:多少人工資增加超過了10%?如果它能告訴這樣一個數字,那才是有意義。”

深圳工廠管理人員王先生表示,今年到現在他還沒有加薪,他說,今年物價漲的很高,房租今年漲了一倍,他感到通脹壓力非常大。

深圳民眾王先生:“去年加了一點,今年還沒有加。每一次(加薪)都是5%以下吧。”

深圳工薪階層的菊小姐告訴《新唐人》,她在公司工作10年了,這幾年也都沒有加薪。而且外面的房租一直在長,但是薪水卻不見長。

北京師範大學MBA導師段紹澤認為,一個政府應該更多的關心低收入者生活的改善,居民收入增長即便是跑贏了CPI也沒有多大意義,因為平均值裡麵包含了更多的低收入者。

段紹澤(北京師範大學MBA導師):“說不定有一些低收入者,人還更多呢!我們財政的錢不應該補貼富人,應該補貼窮人。提高低收入者的最低生活補貼、施行全民的…好比12年的義務教育,或者是全民的基本的醫療保障。”

段紹澤導師和他的學生關心的不是“收入跑贏CPI”,他們擔心中國百姓中那些低收入者,他們的生活訴求是否會因為通貨膨脹而降低。

Fabricated CPI under Attack

Chinese provinces and autonomous regions recently released

their “Economic Data Semi-annual Reports.”

The results shows that around 30 provinces』 income growth

rate increased, surpassing the increase of the CPI.

Many people consider these figures not credible.

On August 3, China Economic Times released the results of

Economic Data semi-annual reports for H1 2011.

29 provinces showed income growth rate exceeding 10%,

and the growth rates of all 31 provinces beat the CPI increase.

The China Economic Times report shows that

China CPI growth for the first half of 2011 is 5.4%,

and income growth rates almost double the CPI growth rate.

As a result, the people are calling these figures fabricated.

Economic commentator Cao』an Jushi expressed that

the Chinese Communist Party (CCP)

has faked the CPI index for many years.

He said when the economy shows no apparent growth,

where did the income growth come from?

Cao』an Jushi: “When the CCP (announced) an economic growth rate of 10%,

we see that Chinese people』s incomes

still rank below the 100th in the world.

This shows that the CCP』s data are faked and cannot be trusted.

We need to look at actual salary growth of urban citizens.

When there are no apparent salary increases,

there is a very weak basis for income growth.

The CCP announced an income growth of 10%,

beating the CPI increase rate. This is actually a lie.”

Insiders at the Chinese National Bureau of Statistics revealed,

there are no accurate calculations of the income growth rate

after subtracting the inflation rate,

“because the figures looked bad, so they were not published.”

NTD』s commentator Jason expressed, in the past 10 years,

statistics showed that the income growths of

80% of Chinese people are very slow, or even staying still.

However, the reported average income growths

are increasing at a very fast rate.

Economic Commentator Jason: “The way it (the CCP)

calculates the average value is problematic in itself.

For example, how many people』s salary growths exceed 10%?

If it could get a figure like this, then it would be meaningful.”

Shenzhen factory manager Mr. Wang expressed that

he had not received a salary increase this year.

He said, the merchandize prices had increased a lot,

and his rent doubled.

He is under a lot of pressure from the inflation.

Mr. Wang: “(My salary) increased a little bit last year;

there is no increase yet this year.

Each time (i.e. salary increase) is less than 5%.”

Working-class employee Miss Ju in Shenzhen told NTD that

she worked at the same company for ten years,

and she has not received a pay raise for a few years.

The rent is always growing, but her salary isn』t.

Beijing Normal University MBA Professor Duan Shaoze

Believes that a government should care more about

improving the lives of the low-income workers.

Even if the average income growth beats the CPI increase,

it means very little to the low income earners.

Duan Shaoze: There might be lot of low income people!

The taxpayers』 money shouldn』t be used to subsidize the rich,

it should be used to subsidize the poor.

To increase the minimum living subsidy for the poor, such as

implementing 12 years of mandatory education,

or universal basic health care.

What professor Duan and his students care about is not

“income growth beating the CPI increase.”

They worry about the low income earners,

and whether they would suffer because of the inflation.
