【禁聞】唐軍承諾未兌現 PX工廠依然運作

【新唐人2011年8月17日訊】在超過八萬民眾上街示威的強大壓力下,大連市委書記唐軍答應關閉「福佳大化工廠」,並承諾儘快搬遷這家生產劇毒PX的工廠。而正當各界歡呼民意的勝利的同時,《路透社》踢爆,化工廠其實沒有停產,依舊運作。民眾關注,「關廠的承諾是否只是當局權宜之計」?

當大連市委書記唐軍週日爬上警車,與八萬上街民眾對話時,民眾高呼要求當局將 PX化工廠遷走,並給出時間表。由於群情洶湧,當局當天下午開會緊急研究,作出關閉化工廠的決定。輿論歡呼這是民意的勝利。

不過,據《路透社》引述行業知情人士消息透露,「福佳大化工廠」週一運作如常,也沒接到政府要改變工廠營運計劃的通知。「福佳大化」繼續從供應商輸入來自伊朗、巴布亞新幾內亞的石腦油,生產 PX。而且,工廠每月入口 12萬噸石腦油的計劃沒有任何改變。

「福佳大化」究竟會不會搬遷?北京憲政學者陳永苗認為,大連市官員的承諾可能只是「金蟬脫殼之計」。

陳永苗(北京憲政學者):「大連市委書記的承諾可能是想把老百姓哄回家,到了深夜之後他還動用警力,甚至從瀋陽其他地方調來。看來如果是這樣的話,實際上他只是把老百姓哄回家的一個騙局。可能不是一個真正的,所謂網上聲稱的民眾的勝利,或微博的勝利,或民意的勝利。」

不過,大連理工大學教師韓延義認為,這是大連市人民多年來最大規模的抗議行動。官員不敢冒天下之大不韙。

韓延義(大連理工大學教師):「是老百姓沒有辦法了,逼到街頭上了。如果沒有個交代,第二次,第三次,第四次,可能不是這種場面了。他可能就失控了。所以從政府的角度他考慮到民眾的感受,他也得搬,他不敢不搬。」

據報導,被民眾要求遷出的 PX化工廠,是由市政府重點扶持的房地發展商「福佳集團」,以及由市國資委直接監管的「大化集團」合資而成,後臺十分強勁,不但是當地的納稅大戶,也是內地石腦油最大的入口商之一。

中國政法大學教授楊陽表示,這次參與示威的人士來自社會各階層,包括專業人士,甚至共產黨員、公務員,這顯示,中國社會中相對富裕階層,開始用他們的影響力,左右政府的決策。

但中共喉舌媒體卻把這次和平示威看成如洪水猛獸,《環球時報》發表評論文章,聲稱示威不是表達不滿的正確方法;《人民日報》的評論文章則反對將有爭議的事件搬到街上,說大連民眾的表達方式不應推廣。

目前「大連」、「 PX」等字眼在大陸互聯網上成為敏感詞。週日示威的微博、照片,及媒體對 PX化工廠的報導遭到刪除。另外,週日當局拘捕大批嚐試採訪示威的日本記者,扣留一晚後,日本記者週一才陸續獲釋。

據《21世紀經濟報導》引述當地業內人士的話指出,在大連“大孤山臨港工業區”的數十家化工廠中,可能發生重大事故的化工企業還有不少。與「福佳大化」僅幾步之遙的「逸盛大化」,廠房離海不足百米,儲罐距離海面只有20米。報導說,大孤山的多數企業都屬於一級風險企業,如「西太平洋」、「齊化」等化工企業,一旦發生事故,影響範圍將覆蓋整個大孤山開發區的居民。

PX Factory Operates After Protest

Facing pressure from a mass protest of over 80,000 people,

Tang Jun, Secretary of the Dalian Municipal Committee,

promised to close and move the Fujia Chemical Plant,

which produces PX, a toxic chemical, as soon as possible.

While the protesters celebrated their success, Reuters exposed

the fact that the plant is still operating and producing PX.

The public asked, “Is this promise only a means to make it

easier for the authorities to get their way?”

When Tang Jun, Secretary of the Dalian Municipal Committee,

climbed up on a police car and talked to the 80,000 protesters,

people demanded that the authorities move

the PX chemical plant and offer a timetable for this to happen.

Facing pressure, the authorities had an emergency meeting and

decided to close the plant.

The media touted the move as “the public opinion』s victory.”

However, according to Reuters, some informed insiders

revealed that the chemical Plant still operated on Monday.

And they were not notified by officials to shut down the plant.

The Fujia Chemical is importing naphtha from Iran and

Papua New Guinea to produce PX.

Also, the plant』s importing quota of 120,000 tons of

naphtha, per month, has not changed.

Will the Fujia Chemical Plant still go on operating?

Chen Yongmiao, a constitutionalism expert in Beijing,

believed that the promise that Dalian officials made

was not true and it was only made to buy time.

“The Dalian authorities gave their promise but it may have

been given only to fool the people into going back home.

After midnight, they dispatched police and even transferred

security forces from Shenyang.

If so, then this promise was only made to fool the people

so they will leave the area.

This is not a real victory of micro-bloggers and protesters,

as claimed by netizens.”

However, Han Yanyi, a lecturer from Dalian University of

Technology, believed that

this is the largest protest in Dalian, in many years.

Officials there dare not go against the public will.

Han Yanyi, a lecturer from Dalian University of Technology,

said: “People had no choice but to take to the streets in protest.

If their voice isn』t heard, they might protest a second, third,

or fourth time, then the situation might get out of control.

From the officials』 perspective, they have to consider

the people』s will, so they have to take affirmative action,

and not go against their will.”

It was reported that the PX plant, which people wanted

removed, belongs to the Fujia Group,

and is a joint venture partner with the State Assets Admin

Committee, which is controlled by Dahua Group.

Thus, it has strong political backing.

It is a large local taxpayer and one of the largest importers

of naphtha in mainland China.

Yang Yang, a professor from China University of

Political Science and Law, said that those who participated

in the protest came from different classes, including

professionals; even Communist Party members and officials.

This indicates that the relatively rich classes in China have

started to use their influence to affect official decisions.

But the communist party』s media consider

the peaceful protest a scourge.

The Global Times published a critique stating that the protest

is not the right way to express one』s dissatisfaction.

The People』s Daily commented that controversial issues

should not be brought out into the street

and that the Dalian people』s way of airing their grievances

should not be popularized.

Currently, words like “Dalian” and “PX” are sensitive words

on China』s Internet.

Micro-blogs and photos of the protest on Sunday and

the media』s report about the PX chemical plant were removed.

The authorities detained many Japanese journalists, over night,

because the journalists tried to conduct interviews on Sunday.

They were later released on Monday.

According to the 21st Century Business Herald, some

informed insiders said that among the dozens of

chemical plants in the Dagushan Industrial District in Dalian,

many operate under loose safety standards and

the potential for severe accidents to occur are ever present.

The Yisheng Chemical plant, which is very close

to the Fujia Chemical plant, is within 100 yards of the sea

and its storage tanks are only 20 yards from the water』s edge.

It was reported that most of the plants in Dagushan are at risk,

like the Western Pacific, the Qihua, etc.

Once an accident happens, residents in the

entire Dagushan area will be affected.
