【禁聞】中共面對利比亞新政府

【新唐人2011年8月31日訊】利比亞反抗軍目前已經取得了絕對的優勢,控制了的黎波里大部分地區。敗局已定的卡扎菲,中共也趕緊跟它撇清關係。在此之前,中共對利比亞反抗軍的報導自相矛盾,現在又該如何與新的利比亞政府打交道,如何報導利比亞局勢?請看報導。

利比亞反抗軍依然還沒有搜查到卡扎菲的影蹤,不過,《法新社》引述阿爾及利亞外交部發表的聲明說,卡扎菲的妻子索菲婭在女兒和兩個兒子的陪同下,於當地時間週一早晨8點45分抵達。利比亞反對派「全國過渡委員會」表示,將爭取引渡這一家人,讓他們接受審判。

卡扎菲陷入四面楚歌,而對於中共,目前面臨的難題是,如何與利比亞新政府打交道。

中共最初不搭理利比亞反抗軍政府,不過,當俄羅斯表示支持利比亞過渡政府後,6月,北京方面首次與利比亞過渡委員會的代表進行了對話。

《德國之聲》把北京的行為形容為“提早的冒險『下注』”。

中國社科院專家賀文萍認為,這無可指責。

賀文萍:“唯一的區別只是,我們沒有像西方國家那樣露骨的,公開的用武力的手段去支持反政府的力量,這個區別在這。但是我們也不能說是反政府力量的對立面。所以我們還是同樣是對話的夥伴。”

早前,《央視》的報導一直譴責北約部隊血腥屠殺利比亞平民,嘲諷反抗軍是「烏合之眾」。

《德國之聲》分析,在其他議題上,中共將會保持既有路線:比如,北京政府希望新政權能讓中國參與重建工作,以及獲得在利比亞繼續投資的權力,和認可以前簽署的合同。

此外,北京還呼籲聯合國在利比亞重建工作上擔當領導角色。分析說,北京方面顯然擔心,利比亞新政府會對那些參與北約軍事行動,打擊卡扎菲政權的國家給予優待。

3月18號,聯合國安理會提交利比亞禁飛區決議案,中國投了棄權票。

此外,在國內報導利比亞局勢方面,在反抗軍攻入首都的黎波里之後,中共黨報《人民日報》減弱報導所謂動盪事件,但把注意力主要集中在“西方對利比亞干涉造成各種危險”的報導。

有網友預測,《央視》此後對利比亞的報導將會是:利比亞局勢混亂、老百姓基本生活得不到保障;各方在利比亞爭奪利益;利比亞重建步履維艱,資金緊缺。腐敗嚴重。新政府難組閣,內部不團結。民主不適合利比亞國情,民眾懷念卡扎菲時代等等。

陳破空:“當然,中共所有這類表述,主要的,不是說給國際社會聽,而是說給中國老百姓聽。中南海心中有數,任何時候,中共媒體的宣傳和洗腦對像,主要的,都是中國民眾。”

網友認為,中共最終的目地就是,讓中國老百姓相信,還是獨裁好。

The CCP Confronts New Libya

Libya rebels have taken control over the Tripoli region,

leaving the Muammar Gaddafi regime with no allies,

including the Chinese Communist Party (CCP).

The CCP』 state controlled media contradicted itself,

while it was covering the unraveling of the Gaddafi regime.

What will they report now about the new Libyan government?

Libyan rebels have yet to locate Colonel Gaddafi,

but the Algerian Ministry of Foreign Affairs was quoted by

AFP News as saying that Gaddafi's wife, Safia, daughter,

and two sons arrived in Algeria in Monday morning.

Libya』s National Transitional Council said they would try

to extradite the family back to Libya, to stand trial.

The problem now facing the CCP is how will they go about

building a partnership with the new Libyan government?

At first, the CCP did not have much to say about the concerns

of the rebels, and only started dialogue with them in June,

right after the Russian government expressed

their support for Libya's interim government.

The Deutsche Welle said the CCP』s actions were

"a risky bet in a rush."

He Wenping, from Chinese Academy of Social Sciences,

agreed with Deutsche Welle』s comment.

He Wenping: "In China, there are no obvious anti-CCP

rebel forces, and that』s the main difference.

However, it doesn』t mean that we』re against anti-CCP regime

forces, but we are, to some extent, on their side."

Previously, the CCP controlled media portrayed the

Libyan rebels as a motley group of gun toting men,

while condemning the NATO forces for

the bloody killing of Libyan civilians.

The Deutsche Welle said the CCP hopes the new Libyan

government will allow China to take part in the reconstruction,

in order to regain its investment rights in Libya,

including any and all previously signed contracts.

The Beijing authorities are also calling on the U.N.

to play a leading role the in the upcoming reconstruction.

It appears that Beijing is worried about the benefits

that the new Libyan government will offer countries,

which supported their fight against the Gaddafi regime.

China abstained in voting on the U.N. resolution of

no-fly zone over Libya on March 18, 2011.

However, the CCP』s national media downplayed coverage

of the Libyan unrest when the rebels advanced on Tripoli.

Instead, the CCP』s mouthpiece People』s Daily focused on the

West interfering in Libya and causing future problems.
