【禁聞】限娛令引輿論沸騰 廣電自稱黨喉舌

【新唐人2011年10月28日訊】中共廣電總局向國內各大電視台下發了「限娛令」,引起各界輿論沸騰,大多數網民持反對意見。面對民間的質疑聲浪,廣電總局解釋並否認實施「限娛令」,聲稱不是限制娛樂,而是反對庸俗媚俗。網民們發起投票,反對將娛樂節目政治化。

廣電總局近日公布,從明年開始,對全國34個衛星頻道節目實施調控,大幅度限制娛樂節目的播出量。

在新浪微博的一項調查中,57%的網友表示:「反對,最後一點娛樂都受限制了。」無所謂的占21%,只有22%的網友認為:「支持,現在的娛樂節目確實需要整治。」

10月26號,廣電總局發言人在回應媒體質疑時說,全國衛視一週播126檔娛樂節目,部分節目過度娛樂化、格調低俗、形態雷同,不少群眾意見很大。

天津市民張先生表示,廣電是找一個藉口,加強控制電視廣播等新聞媒體。

張先生:「實際來講,新聞媒體已經是黨的喉舌了。群眾意見很大,是哪部分群眾意見大呀?是官員的議論大,還是誰的議論大呀?它搞調查了嗎?就如同官方報導的一樣『人民生活水平很滿意』,他據他們調查,你調查誰了呢?他們就是找一個藉口,自吹自擂的一種藉口。」

廣電發言人強調,廣播電視是黨的喉舌工具。廣電要求每個衛視開辦弘揚中華傳統美德和社會主義核心價值的道德類欄目。

廣電還規定,凡是記錄社會陰暗面的節目都要受到限制,鼓勵製作和諧主旋律的節目,凡是出現政治導向、價值取向、格調等問題,將責令整改甚至停播。

張先生:「就是按中宣部的意圖,去搞宣傳,人民的『幸福生活』,生活在中央電視台裡面、中央《新聞聯播》裡面,那都是共產主義,他們還要怎麼改啊。所謂的陰暗面,他不說陰暗面,實際來講,老百姓揭露的就是流氓的罪惡,是揭露他們的罪行,一黨獨裁的罪行。」

許多網民批評廣電總局「最不道德」,有的網友直言,「最該被限制的應是央視《新聞聯播》。」還有的說,「你既不讓人談國事,還不讓人談風月,到底要我們幹嘛?」

在一片反對聲浪中,也有部分網友力挺「限娛令」。有的網友認為,中國電視節目太空洞,有些娛樂節目確實低俗,該限。可限多了,就不願交電視收看費,不如去網上看。

中國一個影視製作協會監事長王先生接受《新唐人》採訪,談了他的看法。

王先生:「其實,廣播電視有娛樂功能,娛樂功能也是很重要的,你過份的強調它的宣傳功能,恐怕有些老百姓就不高興。但有些娛樂過於庸俗、過於低俗,那也是不太好的。現在人們的精神追求總是向錢哪,現在這個陰暗面你不揭露也不行,輿論監督很重要的,監督功能!」

各大衛視都已開始節目改版調整,應對「限娛令」帶來的衝擊。上海東方衛視《中國達人秀》第三季,在宣傳上盡量避免「選秀」、「海選」、「比賽」等敏感詞。

江蘇衛視主持人孟非在《非誠勿擾》的開場白,已改成「歡迎收看大型生活服務類節目」,而不是最初的「婚戀交友類節目」。

湖南衛視先是老闆被請「喝茶」,接著兩檔王牌節目《快樂大本營》和《天天向上》都被要求改善內容,舉辦了7年的快男、快女選秀歌唱節目,已被下令停播。

華龍網傳媒公司簽約歌手楊先生表示,不能把社會道德淪喪的主要責任,歸咎於娛樂過度化。

楊先生:「廣電總是發一些很脆弱的通知,說真的,我真的不買帳,我對他們的做法控制娛樂、鉗制輿論,非常不滿意。其實是倒退,真正是一個相對道德比較好的社會氛圍的話,其法制本身意義不大了;道德已經淪喪的時候,我們才想到必須要加強法制。」

外界評論指出,中共想用黨文化進一步掌控文化娛樂領域,是為了加強對民眾思想的控制和維穩。中共幾十年來肆意破壞中華傳統文化和道德,是造成當今社會道德淪喪的根源。

SARFT To Regulate National TV Talent Shows

CCP’s State Administration of Radio, Film and Television

(SARFT) has issued a new ‘Entertainment Restriction” order

which has sparked heated debates amongst the audiences.

SARFT claims their aim is to cut down on vulgar shows

and not on enternaiment itself, but netizens have set up

a votation poll opposing a political regularization.

SARFT’s new “Entertainment Restriction” order will affect

34 provincial satellite channels starting from 2012, limiting

a great amount of entertainment shows across China.

According to an internet public survey on Weibo.com, 57%

of netizens object to the restrictions, while 21% did not mind,

and 22% think the shows need regulating.

A SARFT’ spokesman said of the 126 entertainment shows

broadcast each week, many have identical formulas and the

vulgarity of some has prompted audiences complains.

Mr. Zhang from Tianjin thinks it is an excuse from SARFT

to exert more control over the channels’ media content.

[Mr. Zhang, Tianjin Resident]:

"In reality, the media has become the mouthpiece of the CCP.

It claims audiences are dissatisfied. What kind of audiences?

Are officials dissatisfied? Who else?

Did they conduct a research? This is the same as with

their report saying that “residents are very satisfied with their

living standards”. Who did they ask? This is just an excuse.

According to SARFT, all TV stations should launch shows

that promote Chinese traditional virtues as well as socialist

core values.

SARFT says shows revealing the darker side of society need

to be restricted in favor of programs with a harmonious theme.

Shows with political orientations could be rectified or off air.

[Mr. Zhang, Tianjin Resident]:

"This follows the CCP’s Central Propaganda Department goal

to create more propaganda, such as people have happy lives.

All lifestyles on CCTV programs or on News Simulcast

are communist ones. Who do they want to rectify?

They never expose the darker side of society.

In fact, what Citizens have done is to expose evildoers,

their crimes, and the crimes from the one-party dictatorship.”

Netizens say that: “The program most in need of restriction

is CCTV’s News Simulcast.” Or: “National affairs are limited,

now it’s romantic shows, what else do you want us to do?”

Viewers in favor of restrictions say that Chinese TV shows

are too shallow or too vulgar. But with so many limitations,

audiences might end up in favor of online programming.

Association spoke to NTD.

"Radio and TV have entertainment functions. If too much

emphasis is put on propaganda, civilians will not be happy.

It’s certainly not good to broadcast vulgar shows.

But these days, as more people are in pursuit of money,

it doesn’t work if you don’t expose those darker aspects.

Talent Show 3rd Quarter of Shanghai Oriental TV

has dropped sensitive words in its promotions such as

“talent-search”, “open audition” and "contest".

Meng Fei, the Jiangsu TV’s host of matchmaking show

"If You Are the One", has changed its prologue to:

"Welcome to a great life-enhancing program. "

Hunan Satellite TV has revised its shows content such as

"Happy Camp" and "Progress Every Day" while taking off air

“Happy Girl “and “Happy Boy” after seven years on show.

Mr. Yang, a contract singer with CQ News Media Company,

says that the main cause of moral decline is not caused

by the excess of entertainment programs.

[Mr. Yang, CQ News Media Company]:

“SARFT always issues some unsustainable instructions.

I never paid any attention. I am not happy with what they

have done to control the media, it’s a setback in fact.

If society has a relatively good morality, the legal system

is of little significance. Only when morals have declined

do we think of strengthening the rule of law. ”

Analysts say the Chinese regime wants to control

more aspects of culture and entertainment to maintain its

“stability” and keep controlling civilians thoughts.

Over the last decades, the regime has systematically

destroyed traditional Chinese culture and values.
