【禁聞】輿論痛批 天價動車洗劫人民血汗錢

【新唐人2012年2月22日訊】最近,一份南車採購目錄被曝光,給鐵道部腐敗醜聞再添一樁。大陸媒體揭發,鐵路部在採購CRH2系列動車設備時,不採公開招標方式,而是直接指定特定供應商,「權錢合作」高價壟斷的結果就是製造出天價動車。輿論痛批鐵道部洗劫人民血汗錢,要求公開採購資料。

南車《CRH2型動車組配件供應商名錄》裡列出3000多種動車所需物料的編號、名稱、圖號、規格、銷售價,以及供應商名稱。這些物料,小到幾分錢一個的螺栓,大到78萬元的半自動控制箱。這些供應商能進入鐵道部的供應鏈,據說「非親即故」,前鐵道部運輸局局長張曙光的妻子王興和山西女商人丁書苗,就是因為這層關係,承包了高鐵多項設備。

CRH2高鐵車廂廁所設備,一個自動洗手盆要七萬塊、色理石洗面臺二萬六、感應水龍頭一萬二、紙巾盒一千一,一個車廂廁所造價近四十萬人民幣。而車廂內15寸液晶顯示器要上萬元、一張單人座椅二萬二、雪櫃六萬八,國產化後的高鐵,造價逼近進口價格。民眾反應這些品質普通的設備,價格卻高出市價好幾倍,背後鉅額的利益,最後還是要由民眾買單。

「浙江大學研究院」院長表示,在中國腐敗是無所不在的,任何的採購都有水分,這是社會的弊病。

「浙江大學研究院」院長:「高鐵那裏面貪污犯一大堆,其實最黑的不是這裡,這一批人是絕對的耍狠不要臉,你要店業查帳高鐵算啥,整個中國金融都在太子黨手裡,就是那些延安子弟現在是延安第三代他們掌握住,每一個金融交易都是用億來做單位,北京的繁華就是靠這批太子黨在養。」

據《新世紀》週刊報導,操縱採購價的大多是鐵道部高官。而且,大部分供貨商都是官員和高鐵管理層親屬及關係人。

前鐵道部運輸局局長張曙光的妻子王興從國外引入真空高鐵馬桶﹔而與前鐵道部長劉志軍和張曙光關係密切的山西女商人丁書苗,沒有高鐵「輪對和聲屏障」從業經驗,卻也能壟斷了這個市場。

原德國「ABB公司」自動化部副總裁吳文欣表示,因為體制不健全,有些不老實的商家向採購人員行賄,當然價格越高回扣金額越大,所以價格抬高一點,採購單位的負責人也就覺得無所謂了。而這些供應商所提供的產品多屬於次品質高價位,難怪高鐵剛出廠就狀況連連。

吳文欣:「在中國大陸,我相信那個很多地方是不公道的,很不健全的,那怕它是國際招標,也會出現各種各樣不合理的狀況,他可以在標書上寫天花亂墜,可是最後提供的貨完全不是那麼回事,誰也管不了,也沒有人要管了,這就是造成做後成交的高鐵質量會出現嚴重的問題。」

吳文欣指出,這樣的採購問題,包括超出安全範圍,偷工減料等,對人身安全已經構成危險。因為點收那一方收賄了,也就睜一只眼閉一只眼,看著不好的東西過關。

China’s Bullet Trains: New Scandal

A recent exposure of procurement directory of CSR Corp.

adds another corruption scandal to the Railways Ministry.

China’s media reported, Railways Ministry’s procurement

of CRH2 high-speed trains was not through open bidding.

Rather, it directly appointed some particular suppliers.

The collusion of power and money

produced China’s bullet trains at sky-high prices.

The public thundered the Chinese Communist Party’ (CCP)

Railways Ministry that loots people's hard-earned money.

The public demands the procurement information

to be made transparent to people.

CSR Corp.’s directory of suppliers for CRH2 bullet trains

listed details of over 3,000 required materials.

These materials range from few-cents bolts

to RMB 0.78 million semi-automated control panels.

All suppliers listed in the supply chain of Railways Ministry

reportedly have kinship or friendship ties with officials.

Like Zhang Shuguang, Transport Bureau ex-director wife,

and Ding Shumiao, Shanxi-based businesswoman.

Both contracted a number of high-speed rail’ supplies,

just relying on such a relationship.

Among the toilet facilities for CRH2 bullet trains,

an automated hand-wash basin costs RMB 70,000.

A colorful marble washstand is priced RMB 26,000;

sensor faucet RMB 12,000; tissue box RMB 1,100.

The total cost of a train carriage toilet

is nearly RMB 0.40 million.

A 15-inch LCD monitor inside the carriage costs

up to RMB 10,000; a single seat is charged at RMB 22,000.

A refrigerator’s price is RMB 68,000.

For China’s high-speed rails, domestically-made parts

have approached the price of imported products.

The public said, prices of these common devices

topped their market prices several times.

The public needs to pay great attention

to these matters, happening behind-the-scene.

A Zhejiang-based university institute’ director reflects

on the issue of ubiquitous corruption in today’s China.

Any official procurement is dodgy, he says,

this is a social malady.

Director (Zhejiang-based university institute):

"The high-speed railways breed a lot of embezzlers.

In fact they’re not the worst.

This group of people are absolutely ruthless and shameless.

If China’s electricity industry was audited,

the high-speed railways would count for nothing!

China’s entire finance is controlled by the CCP princelings,

the 3rd generation offspring of CCP cadres in Yan’an era.

Their financial transactions involve billions of Yuan.

Beijing's apparent bustling just stems from these princelings."

The Century Weekly magazine reported that manipulators of

purchase prices are largely senior Railways Ministry’ officials.

Moreover, the majority of suppliers are officials, relatives

of Railways Ministry management and related parties.

The wife of Zhang Shuguang, ex-chief of Transport Bureau,

imported vacuum toilets for high-speed trains.

Ding Shumiao is a Shanxi businesswoman with close ties to

Liu Zhijun, former Railways Minister, and Zhang Shuguang.

Without a professional experience in high-speed rail wheels

and sound barrier, Ding even could monopolize the sector.

Wu Wenxin, former vice-president of Automation Division

of the ABB Group in Germany, reviews the issue.

Wu says, as the system is not perfect,

some dishonest businessmen bribe procurement officers.

The higher the purchase price, the greater the bribe.

Thus, raising prices will be ignored by the buyer.

However, these suppliers would mostly sell

lower quality and high-price products.

No wonder something always goes wrong

with the high-speed trains just after leaving the factory.

Wu Wenxin: "In mainland China, I believe in many places,

the business is done unjustly and unreasonably.

Even when dealing with international tenders,

there would be a variety of absurd practices.

The tender document can be exaggeratedly elaborated,

while the supplies can do things completely the other way.

No one can really be held liable for this,

and no one is willing to regulate it.

This is why when high-speed rails are put into service

would experience serious quality problems."

Wu notes, procurement problems, like ignoring safety limits

and using jerry-built materials, are a risk to people’s safety.

As the buyers receive bribes, they would turn a blind eye

to the bad quality of the supplies.
