【禁聞】兩會來了 民間建言申冤聲浪起

【新唐人2012年2月27日訊】2012年中共兩會召開在即,民眾的各類建言、訴求在網絡上湧現,有公民要求九常委率先示範公布財產狀況﹔而福建訪民被關黑監獄,求助香港人大代表申冤﹔還有打算向聯合國求助的經租房業主,兩會期間也將去北京上訪。

2012年3月3號中共一年一度的兩會召開,五年一屆的中共權貴交接即將開始,在這關鍵的一年,中國民間各種訴求數不勝數。

24號,100多位中國公民自發給中共兩會及十八大建言,要求公務員財產公開,要求九常委和副主席習近平率先示範,讓新常委跟進。

「公民不合作運動」發起人唐荊陵指出,如今中國的官場腐敗,社會貧富懸殊,冤假錯案頻生,無數的冤民訪民控告伸冤無門。

唐荊陵:「這個國家腐敗這麼嚴重,而且『陽光法案』執行多年不能實現的情況下,有的人首先發出這個號召,很多網友能夠起來積極主動的響應,來推廣這樣事情,就能有一定的效果出來。如果我們看到其他公民的權力受損害,我們在那沉默不言的話,那下一個就會論到我們自己了。」

23號,福建福州市一百多訪民,因為不堪忍受「屢屢被囚黑監獄、控告伸冤無門」,而聯名致信香港36位全國人大代表,尋求協助。

福州市民李奎春說,福建訪民幾乎都慘遭勞教、坐牢、被囚禁黑監獄等,現在還有許多訪民被關押中。所以他們向香港人大代表求助。

福州市民李奎春:「我們到這個省市或者國家信訪局去信訪,那麼他們都是把問題弄到下面基層去解決,那麼基層幹部強力暴力拆遷,他怎麼可能解決我們的問題?有的都十來年了,都沒得到解決,整個福州市問題都沒得到解決。我們這些人去上訪又被它截訪,截訪還要被打,被關,現在很多還關在拘留所,有些關在看守所裡,兩會期間我們想通過香港的人大代表來幫我們去呼籲政府,要解決我們的問題。」

另外,浙江杭州、溫州、山東濟南及上海等地的經租房業主,上週也集體向當地有關部門追討上世紀50年代被當局佔據的私人房產。

浙江王先生說,58年中共出臺一個政策,由當局統一經營出租私有房產,說以後會歸還,但這一拖就是50年,他們多年來去「討回自己的房子」卻經常被打壓拘捕。

王先生:「我們的房產證上面都敲著圖章的,就是說國家經租,到1966年文化大革命了,甚麼也不給我們,這一拖就拖了50年。我們的房子都是給浙江那一批官,關係戶都拿掉,分掉了,怎麼吃進去,現在要他怎麼吐出來。」

21號,中共喉舌《人民網》推出「兩會來了,我託書記省長捎句話」的留言徵集活動,網友呼聲高漲的「訴冤情」、「要求懲腐敗」、「漲工資」、「降房價」等。

唐荊陵認為,《人民網》推出這個活動,只是中共當局為方便控管民間訴求而設,並非真正體察民意,因為每到兩會,當局就大肆抓捕訪民,卻不解決訪民的冤假錯案,讓訪民的聲音無處伸張。

Two CCP Congresses Approach: Waves of Appeals Arising

As the two CCP congresses approach, all kinds of

reasoning and appeals have emerged on the internet.

Some citizens demand that the nine members of the

Standing Committee should publicize their properties.

Since petitioners from Fujian were put into “black jails”,

they have been seeking help from Hong Kong deputies.

The rental property owners plan to seek help from the UN,

and are appealing in Beijing during the two congresses.

The two annual CCP congresses are being held

on March 3rd 2012.

The five year CCP power handover will also take place this

year, so there are countless appeals from Chinese citizens.

On Feb. 24, more than 100 citizens strongly urged the two

congresses about publicizing properties of officials.

They also requested that the Standing Committee and

Xi Jinping set an example by publicizing their properties first. The new Standing Committee should then follow suit.

Tang Jingling, founder of “Non-Cooperation Movement

of Citizens”, said in today‘s China, officials are very corrupt.

The rich and the poor are polarized. All kind of injustices take place.

Numerous petitioners can’t find a way to redress their injustices.

Tang Jingling: “The corruption of China is this severe.

“Sunshine laws” have existed for this many years but can‘t be applied.

Some people first made a voice and then many people

from internet responded to promote them. Eventually it will help apply them.

When we see the right of other citizens is endangered, but

we keep silent, the next sacrifice will be ourselves.”

On Feb. 23, more than 100 petitioners from Fuzhou City,

Fujian Province wrote a letter to 36 congress deputies in Hong Kong asking for help.

The petitioners can’t endure the suffering from “black jails”

and have “no way to redress their injustices”.

Li Kuichun, a Fuzhou City citizen, said almost all petitioners

of Fujian Province have either been sentenced to forced labor or put into jail.

Even now some petitioners are still jailed. That‘s why

they seek help from the congress deputies from Hong Kong.

Li Kuichun: “When we appeal to the higher authorities

for help from the Appeals Office of the city,

the province or even the country, they always delegate

the problem to the local area.

However, it was the local officials who committed

the forced demolition and relocation.

How can we expect them to solve the problems?

Some ten year old cases still haven’t been solved.

The issues of the whole Fuzhou city are still outstanding.

When we go to appeal to the higher authorities for help,

we are blocked on our way. And then we will be detained and jailed.

There are still plenty petitioners in jail now.

Some of them are in detention centers.

During the two congresses, we hope the Hong Kong

deputies can appeal to the government about our problems.”

In addition, the rental property owners from Hangzhou,

Wenzhou, Jinan and Shanghai, also appealed to the local departments to claim back their private properties.

Those properties were taken away from them by the

CCP government in 1950s.

Mr Wang from Zhejiang Province said that in 1958 the

CCP made a policy.

The policy says that the government will manage all rental

properties but will return them to the individuals later on.

In fifty years, the've never got their properties back but

are often suppressed and arrested by the government.

Mr Wang: “In our property license there are official stamps on it.

It says that the government only manages the rental properties.

In 1966 the Cultural Revolution took place, and our

properties were never returned back to us.

Now fifty years have passed, and our properties have

been carved up by those officials in Zhejiang.

No matter how they took our properties, I demand them

to return the properties back to us.”

On Feb 21, the CCP official medium “People's Network”

launched an activity.

“With the two congresses approaching, ask the provincial

sectary and governor to take a message for me.”

The voices of “redress injustices”, “punish corruption”,

“increase salary” and “lower housing prices” are really loud.

Tang Jingling thinks the CCP launched this activity only

to control people's appeals. It doesn't mean to get to know what people need.

Actually, whenever it is time for National Congress, a lot of

petitioners will be arrested instead of helping them solve their problems.

There is really no way for petitioners to

redress their injustices.
