【禁聞】保18大新招 萬名維穩官全省大排查

【新唐人2012年3月2日訊】為了確保十八大召開,中共進入高度敏感時期,開始加大實施各種維穩措施。近來,河北省支付2.5億元維穩經費,派出15000名官員下鄉駐村,對外聲稱發展農村經濟,對內要求大幅度減少進京上訪數量,確保10月底前不發生重大群體性事件。有關人士表示,中共是為了維持它們的暴力和特權統治地位。而評論人士認為,中共正面臨著前所未有的政治危機,維穩措施再多,維穩經費再高,也只能是維持一時。

江西省官方宣佈,將在中共十八大前開展一次全省性的社會穩定問題大排查,按照先村、再鄉鎮、後縣的程序,對排查問題建檔立卡,實行「預警管理」。

中共喉舌《新華網》報導,2月份上旬開始,河北省派出15000名中共官員下鄉,進駐到5010個村,時間是8個月。在8個月裡面,他們與原單位工作脫鉤,吃住都在農村。

中共河北省委給下鄉官員的任務,聲稱是幫助農村發展經濟,但要求的卻是做好維穩工作,確保10月底前不發生重大群體性事件。

時事評論家伍凡表示,現在共產黨面臨著生死存亡,老百姓起來了,對它們來講是非常頭大的第一大難題。

伍凡:「河北省幾千萬人,70%是農民,現在這批農民要跟廣東學,要維護他們的權利,河北是把北京包圍了。北京就在河北那個中心,所以對北京來講非常危險。如果農民要起來了,那就等於把北京城包圍了。」

這次中共安排官員駐村,中共喉舌媒體報導,河北支付2.5億元作為工作經費,但條件是讓赴省、進京上訪數量大幅度的下降。

美國「中國民主教育基金會」會長林牧晨:「無論是軍隊方面的費用,非軍事的費用,所有武裝力量,所有的暴力機器,都是為了一個目地,維持它們的暴力和特權的統治,它們要維謢自己的特權和統治,必然要增加人手。」

而伍凡也表示,中共當局寧肯花錢,也要保護它的政權,同時保護各個地方官員的烏紗帽。

伍凡:「 如果當地維穩不好,我當場就撤職,還要查辦。所以這些地方官員要拚命啦,既然上面給了錢,得到好處,就要替共產黨賣命啦。」

不過,伍凡認為,當老百姓的生活非常困苦,生活的道路都被堵絕,沒有希望的時候,共產黨派幹部,花多少錢都沒有用。

美國「中國民主教育基金會」會長林牧晨:「中共這個政權它完全是不合法的,而且它歷史上犯的罪行,在人類歷史上是空前絕後的,它根本就沒有繼續存在、生存的理由。」

截至2010年底,河北省農村貧困人口有350萬,以國土資源部2011年通報數據為例,進京到部裡上訪量較多的省分別是河北、山西、遼寧。

伍凡:「 社會不穩定的原因是共產黨造成的,因為你的制度,政治上是專制的,經濟上是不公平的,分配不公均,貧富差距太大,從社會來講,是官僚欺負平民,太子黨、富二代欺負老百姓,這些都是老百姓不能接受的。」

伍凡表示,共產黨是不受中國老百姓歡迎的,現在中國老百姓都想用一個甚麼辦法或者集體力量把共產黨推翻掉。

China Sends Tens of Thousands of Officials to Villages

To ensure the18th National Congress opens smoothly, the Chinese

Communist Party (CCP) has entered a highly sensitive period.

It has stepped up implementing measures

for maintaining stability.

Recently, Hebei Province spent 250 million Yuan to “maintain

stability”, sending 15,000 officials to live in villages.

This was done under the guise of developing the villages'

economy, but was actually to reduce petitions to Beijing.

This was to ensure no masses protest happen

until the end of October.

People said what the CCP did was for maintaining violence

And to keep it's privileged dominant status.

However critics believe that the CCP is facing an

unprecedented political crisis.

No matter how many methods have been used and what

fees have been spent to “maintain stability”, it could only work temporarily.

Jiang Xi Province officially announced that it would inspect

“social stability” before the 18th national congress opening.

It would start from villages, then from towns to county.

The result will be filed and labeled by card to review

problems. It is called “early warning management.”

CCP mouthpiece Xinhua.net reports that since early February,

Hebei Province sent 15000 officials.

They have encamped in 5010 villages for eight months.

During their stay, officials are separated from their

Workplaces and live in villages.

The CCP in Hebei assigned tasks to officials sent to villages.

This was done in the name of “developing villages』 economy”.

They were, however, asked to “maintain stability” for ensuring

there are no major mass happenings until the end of October.

Commentator Wu Fan said that the CCP now faces a fight

for its survival. People waking up are its biggest problem.

Wu Fan: “There are 70% peasants in Hebei province.

Now farmers follow Guangdong to safeguard their rights.

Hebei surrounds Beijing on the map.

Beijing is located in the center of Hebei. so is dangerous to Beijing,

If the peasants uprise, it means encompassing Beijing City.”

CCP mouthpiece media reported that Hebei has paid

250 Million Yuan for officials to live in villages.

The condition is to reduce petition numbers greatly.

President of China's Democratic Education Foundation

(CDEF) in US, Lin Muchen: “No matter army fees or

non-army fees, all armed power and violence machines

were for one purpose.

It is to maintain their violence and privileged dominant status.

So they must increase their manpower.

Wu Fan said that the CCP would rather spend more money

to maintain its regime.

Meanwhile, it wants to secure local officials' political power.

Wu Fan: “If local stability cannot be achieved, officials

will be dismissed from their post and will be investigated.

Thus, officials must try their best, and the CCP paid them

and they received benefit. They have to be loyal to the CCP.”

However, Wu Fan believes that civilians have hard lives,

the ways of making a living have been blocked.

They are desperate; the CCP is sending cadres and spending

a lot of money, but it still doesn't work.

Director of CDEF, Lin Muchen: “The CCP is an

illegal regime.

The crimes it has committed are unprecedented

in human history. There is no reason to let it exist any further.

At the end of 2010, there were 3.5 million people living in

poverty in rural areas in Hebei Province.

According to Ministry of Land and Resources' data in 2011,

people in Hebei, Shanxi and Liaoning Provinces are those most frequently appealing in Beijing.

Wu Fan: “The CCP is the leading cause of society's unrest.

This system, from a political point of view, is despotism:

from the economic point of view it is unfair and unequal.

There is a big gap existing between poor and rich; and from

a social point of view it is that bureaucracy bullies civilians.

In addition, princelings and the second generation of rich

bully ordinary people. People can never accept it.

Wu Fan said that the CCP is not in the Chinese people's favour.

People now are looking for power or a way to throw the CCP out.
