【禁聞】王勇平成「替罪羊 」自怨「三錯」

【新唐人2011年8月19日訊】在大陸溫州「7.23」特大動車事故處理中,因為不當發言招致民怨的鐵道部發言人王勇平,最近被當局免除了發言人職務,他即將遠赴波蘭,擔任其他職位。輿論認為,王勇平只是個替罪羊,因為沒有表演好「政府發言人」這個角色,才被替換掉。而王勇平也認為,自己有「三錯」,而成了「替死鬼」。

大陸當局8月16號晚間發佈英文消息說,鐵道部新聞發言人、政治部宣傳部長王勇平已經被停職。稍後,鐵道部相關人士透露,王勇平將遠赴波蘭華沙,擔任「鐵路合作組織」中方委員。哈爾濱鐵路局黨委書記韓江平,將成為鐵道部繼王勇平之後的第二任新聞發言人。

大陸《法制晚報》浙江站站長陳東升,17號在微博留言說:「王勇平在16(日)私下對友人說自己有三錯:一是幹錯活,在中國當發言人如坐火山口,倒楣是遲早的事﹔二是跟錯人,劉志軍(前鐵道部部長)被雙規後,鐵道部有人早就想收拾他,『723』提供了好機會﹔三是說錯話,成了冤大頭替死鬼。」

不過,這個消息目前在陳東升的微博上已經不能顯現。

上個月,溫州發生的「7.23」特大動車事故,僅僅經過6小時,當局就草草宣佈救援結束,這種草菅人命的做法激起極大民憤。在7月24號的鐵道部新聞發佈會上,王勇平被問及「為何在宣佈救援結束後,依然發現一名生還女童?」,他解釋說:「這只能說是生命的奇蹟。」而被問到「為何要掩埋車頭?」時,王勇平轉述掩埋理由之後說:「至於你信不信,我反正信了。」

這兩句話一時引來公眾的聲討,也成為鐵道部「對事故救援不負責任」的經典寫照。

「廣鐵集團公司」一位職工在接受《新唐人》採訪時表示,動車事故發生至今,當局並沒有處罰任何一位當事人。

廣鐵集團公司職工:「他(王勇平)只不過是鐵道部和中共當局拋出來的代罪羔羊,在這次動車事故中,下令停止搜救的不是王勇平,下令掩埋車體的也不是王勇平,還有,信號設備有缺陷的責任人更不是王勇平。」

同樣在大陸鐵路系統工作的朱先生則指出,在大陸,替罪羊的現象已經見怪不怪。

朱先生:「只要你生在中國,就不用問為甚麼。因為事情發生了,它不有人承擔嗎?有人承擔那就對了,反正必須得有人承擔這個結果。錯了是他錯,惡果是他造成的。」

武漢異見人士、「中國民主黨」創辦人之一的秦永敏分析指出,王勇平說「我反正信了」,恐怕就是他自己都不信。

秦永敏:「這種發言人首先必須得是一個騙子。那麼,至於他有多大責任呢,只是因為他沒有掌握騙人的規律和技巧,因此,他不稱職,你(當局)就換一個高明的騙子。」

據了解,現年56歲的王勇平是湖南衡陽人,從2003年開始擔任鐵道部政治部宣傳部部長、並兼任鐵道部新聞發言人。他是國務院新聞辦最早一期「新聞發言人培訓班」的學員。

另外,大陸媒體報導,鐵道部哈爾濱鐵路局黨委書記韓江平將接替王勇平。他曾於2008年擔任鐵道部政治部辦公室副主任。

Wang: Scapegoat for Train Crash

 

The Ministry of Railway spokesman, Wang Yongping,

was blamed for an inappropriate speech he gave

regarding the July 23 Wenzhou bullet-train disaster.

He was removed from his position as spokesman and

was sent to Poland to assume other responsibilities.

The public believes Wang is being used as a scapegoat,

as he didn』t fulfill the Chinese Communist Party』s (CCP) role,

as well as they had expected him to, thus he was replaced.

Wang believes that he made three mistakes that caused

the CCP to use him as a scapegoat. 

 

CCP authorities published an English news release on Aug. 8,

saying that Ministry of Railway spokesman and

the head of the Political Propaganda Department,

Wang Yongping, had been suspended.

Following the news, the Ministry of Railway revealed that

Wang Yongping would be sent to Warsaw, Poland,

to act as the Chinese representative of the

Railways Cooperation Organization.

Party secretary of the Harbin Railway Bureau, Han Jiangping,

is scheduled to replace Wang, as spokesman.

The Legal Evening News Zhejiang Station president,

Chen Dongshen, micro-blogged on August 17,

“Wang told his friends on August 16 that he made 3 errors.

Firstly, he should not have taken the job, because being

a spokesperson in China is like sitting on a volcano,

it』s only a matter of time before you』ll get in trouble.

Secondly, he was hired right after Liu Zhijun,

the former Minister of Railways, was charged with corruption.

Many people at the Ministry wanted to seek revenge

over the 7.23 Wenzhou bullet train accident,

which proved to be a good opportunity for the Ministry officials.

Thirdly, he said the wrong things, which made the CCP

unhappy and so they used him as a scapegoat.”

However, his messages were later removed from micro-blog.

 

Merely six hours after the 7.23 Wenzhou bullet train accident,

officials announced that the rescue efforts would end,

disregarding the victims safety, thus angering the public.

On July 24, the day of the news release

Wang Yongping was questioned:

“Why was a young girl found after the rescue efforts ended?”

He explained, “This was a miracle of life!”

Then he was asked, “Why bury the train?”

After quoting the official reason for burying the train,

he said “Whether you believe it or not, I did.”

His answers to these two questions infuriated the public.

The incident is a classical portrayal of “passing the buck.”

A Guangzhou Railway Group Corp employee

said during an interview with NTDTV

that so far, no criminal charges have been laid.

 

Wang Yongping is merely a scapegoat of

the Ministry of Railway and CCP officials.

Wang was not the person, who stopped the rescue efforts

or the person, who ordered the train wreckage to be buried.

Also, he wasn』t responsible for the signal malfunction.”

 

Mr. Zhu, from the Railway industry in mainland China

pointed out that finding scapegoats in China is common.

Mr. Zhu said, “As long as you are born in China,

there』s no need to ask 『Why?』 about anything.

If something happened, someone has to bear responsibility.

There must be someone responsible for this, so he is at fault.”

Wuhan-based dissident, Qin Yongmin, said

“This kind of spokesman, first of all, must be a con man.

What are his responsibilities?

Because Wang didn』t master the rules and techniques of lying,

he is not suitable for his job; he is considered irresponsible.

So you officials replace him with a con man, who lies better.”

 

Wang Yongping, 56, was born in Hengyang, Hunan.

He served as the head of Political Propaganda Department and

spokesman for the Ministry of Railways.

He is an alumnus of the very first

State Council Information Office』s "spokesman training" class.

According to Chinese media, CCP secretary of Harbin Railway

Bureau, Han Jiangping, will replace Wang as spokesman.

Han has served as the deputy director of

the Political Department of Ministry of Railways since 2008.
