【禁聞】波蘭處罰中海外公司 中共受挫

【新唐人2011年6月18日訊】海外媒體近日報導了「中國海外工程有限責任公司」在波蘭因為拖欠工資、貨款和租金,被波蘭政府終止了合同,並施以巨額罰款。「中海外公司」為甚麼能投標成功卻施工不利呢?這個中國國內著名的大型企業,在非洲的投資,也有高達百分之七十的不良記錄。而波蘭媒體質疑「中海外」是否採取“低價格”的策略來贏得競標。請看本臺記者張茜從波蘭發來的報導。

波蘭國際公路和高速公路局副局長馬切耶屋斯基(Maciejewski)6月13號公布:中國海外工程有限責任公司,上週向波蘭政府提出的修建A2高速公路修正案,違反合同,因此決定終止合同,並對中海外公司罰款2.7億美元。

2009年,中國海外工程有限責任公司以低於波蘭政府預算接近一半的金額,承攬了波蘭華沙至德國柏林的A2高速公路中的兩段。這條高速公路是波蘭為2012年春主辦歐洲盃足球錦標賽而修建的,為提供西歐民眾前往波蘭觀賽,是波蘭最高等級的公路專案。

今年(2011年),中國工人開始進入波蘭施工。中海外公司在施工過程中,將機械施工設備和操作部分轉租給波蘭分包商,但是因為拖欠工人工資、設備租金和原材料貨款多達33萬美元。從5月18號起,波蘭分包商罷工並舉行抗議活動。

中海外公司在波蘭拖欠工資、貨款和租金,導致工程停工,這引起波蘭全國震動。波蘭總理圖斯克同意採取強硬措施,以防中海外公司敲詐。

波蘭總理圖斯克說: “如果有人想要在波蘭建造公路和體育館,要嘛他們完工,要嘛就付罰款"。

波蘭“法律正義黨”6月8號向華沙檢察院提交一份報告,報告指出:選擇中國公司本身就是有可能面對“濫用權力,不負責任,損害公眾利益,損害國家財政”的風險。

波蘭媒體曝光,中海外即便在波蘭,也不是第一次延誤工程、違反合同了。他們三年前,承建波蘭的克拉科夫格魯瑪達(Gromada)酒店,按合同一年前就應該建好,可直到現在都沒有完工。格魯瑪達酒店不得不取消今年(2011年)9月和10月的多個定單。

酒店老闆布朗斯基透露,中海外最大的問題是進口沒有檢驗許可的建築材料,他們為了降低費用,就從建築材料上降低品質要求。

中海外的事情公開以後,波蘭媒體紛紛質疑中海外是否採取“低價格”的策略來贏得競標。從媒體公開的各承包公司每公里的價格上來看,中海外投標的報價比其他公司少了三分之一到一半。

6月8號,波蘭《選舉報》更是公布了南非智庫對中海外公司的一份調查報告。報告顯示,中海外在非洲的投資,高達百分之七十是不良記錄。在安哥拉,中海外公司承建的一所醫院,在完工後幾個月就發生了倒塌﹔在肯亞,中海外修建的一個機場整整晚了一年才交工。報告指出,中海外投標成功得益於低價格和中共當局的財政支持,但低價格導致低品質的工程。

「中國海外工程有限責任公司」原名「中國海外工程總公司」,1991年成立,原屬對外貿易經濟合作部。2003年底,經中共國務院批准,成為中國鐵路工程總公司全資子公司。

波蘭《法律報》評論指出,中海外公司是中共當局加強經濟影響力的工具,投資是按地緣政治的需求而決定的。在安哥拉,中共需要購買那裏的能源和資源﹔南非是中共政府在非洲最重要的交易夥伴﹔在歐洲,中共進入歐洲門戶波蘭時,是以「中海外公司」的低成本為殺手鐧。報導說,但他們在工程中常常拖欠工資和租金,這在波蘭根本是行不通的。

現在波蘭民眾普遍擔心,明年是否能如期舉辦歐洲盃足球錦標賽。

Chinese Firm Penalized in Poland

The China Overseas Engineering Group Co. (COVEC)

contract was terminated by the Polish Government

for failure to pay wages, debts, and rent.

It was also ordered to pay a hefty fine.

Why did COVEC win the bid but failed in the end?

Its construction materials are made in Africa and its

client dissatisfaction rate in Africa is about 70 percent.

Polish media questions whether COVEC uses

a "low price" strategy to win bids.

Poland International Roads and Highways Department

Deputy Head, Maciejewski, announced on June 13 that

COVEC』s amendment proposal submitted last week,

regarding A2 Highway construction, had breached the

contract. So, the Polish government decided to

terminate COVEC』s contract, and fine it $270 million.

In 2009, COVEC won the contract to construct two

segments of A2 Highway from Warsaw to Berlin.

for the European Cup soccer tournament scheduled

to take place in Poland in the spring of 2012.

Thus, the road project is extremely important.

COVEC』s bid was less than half of the original budget.

In 2011, Chinese workers began construction.

Polish subcontractors were hired to operate machines.

However, since COVEC failed to pay workers』 wages,

equipment rental fees, and material costs totaling

$33 million, since May 18, Polish sub-contractors

went on strike.

The project』s suspension, caused by COVEC』s failure

to pay wages, debts, and rentals, has shocked Poland.

Polish Prime Minister Donald Tusk agreed to take tough

measures to deal with COVEC.

“If people want to build roads and stadiums in Poland,

they either have to do it perfectly or pay the penalty.”

Poland Law and Justice Party submitted a report

on June 8 to Warsaw Procuratorate. It said that

selecting a Chinese company is taking a risk as they

often "abuse power and damage public interest.”

Polish media exposed that this is not the first time

that COVEC breached a contract in Poland.

COVEC signed a contract three years ago to have

the Gromada Hotel in Krakow completed a year ago,

however, the hotel has yet to be completed.

Gromada had to cancel many room bookings.

The hotel owner said that COVEC』s biggest problem

is importing materials without inspection permits.

In order to reduce costs, COVEC lowers

the quality of the building materials it uses.

Polish media questions whether COVEC is using

a “low price" strategy to win bids.

A review of the bidding prices published by the media

shows that COVEC』s price is usually 1/3 to1/2 of

the prices proposed by other companies.

On June 8, Polish newspaper, Gazeta Wyborcza,

published a report by a South African think-tank.

It said that 70 percent of COVEC construction projects

in Africa have left its clients very disappointed.

In Angola, a hospital built by COVEC collapsed

only a few months after its completion. In Kenya,

the construction of an airport was delayed by a year.

The report said, COVEC』s bidding success is due to

low prices and Chinese authorities』 financial support.

However, its low prices lead to low quality projects.

COVEC was established in 1991, under Ministry of

Foreign Economic Relations and Trade Cooperation.

In 2003, with the State Council』s approval,

it became a wholly owned subsidiary of

China Railway Engineering Corporation.

Polish newspaper, The Law, commented that

COVEC is a tool of the Chinese authorities

to enhance their economic influence.

The firm』s operation is based on geopolitical needs.

In Angola, China wants to buy energy and resources.

South Africa is China』s most important trading partner.

In Europe, COVEC used low costs to enter the market.

However, COVEC often fails to pay wages and rents.

This is unacceptable in Poland.

Polish citizens are now worried whether the

European Cup will be held in 2012, as scheduled.
