【禁聞】江系力撐唐英年 一國兩制堪憂

【新唐人2011年12月12日訊】唐英年和梁振英的香港特首之爭越演越烈。香港媒體日前爆出「國務院港澳辦」前主任廖暉「退而不休」,是為確保江澤民派系對香港政策及事務的影響力,力挺唐英年「上位」。此外,在觀塘一選區當選區議員的黃春平被揭發是前「中聯辦」官員。有學者指出,中共直接插手香港選舉,令一國兩制蕩然無存。

早在去年10月就已經從「港澳辦」退休的廖暉,現為全國政協副主席。不過有知情人士向香港《蘋果日報》透露,廖暉幾乎沒有回政協的辦公室上班,反而繼續到「港澳辦」做「影子主任」,更長期佔用現任主任王光亞的辦公室,令王光亞被迫屈就在秘書的位置辦公。

《蘋果日報》指出,廖暉「退而不休」,是因為江澤民欽點的唐英年目前在選情上陷於劣勢。廖暉幕後插手,以扶穩唐英年可以順利「當選」下屆特首,令江系可以延續他們在香港的政治及經濟利益。

香港城市大學教授鄭宇碩:「以前唐英年的父親在中國大陸做生意,跟江澤民建立蠻好的關係。所以呢,他一直都是一般人眼中中共栽培的對像。他首先就是當立法會的議員,然後做香港政府的工商局局長,財政司司長,政務司司長,現在就跑出來競選行政長官。那當然是中央得意栽培的人了。」

報導還指出,有不少中央官員傾向支持能力較高的梁振英做下屆特首,有傳王光亞也傾向支持特首要有競爭。不過,自一度昏迷的江澤民今年9月中突然甦醒,並高調出席「紀念辛亥革命100週年大會」後,廖暉就鼓動各方力量支持唐英年,甚至拜訪江澤民討論特首問題。

熟悉中國國情的時事評論員劉銳紹分析,廖暉是「港澳工作協調小組」副組長,又是國家副主席習近平2007年接管港澳事務時的「盲公竹」﹙導盲手杖﹚,因此對港澳事務仍有一些影響力,他不時返回「港澳辦」,可以看出相當珍惜退位後的「剩餘權力」,這也反映出中國權責不清的政治文化。

但是,劉銳紹表示,影響下任特首人選最終決定權的,還在於中共政治局常委。

「國務院港澳事務辦公室」1978年成立,由廖暉的父親廖承志擔任首任主任。1997年,廖暉在江澤民的提拔下出任「港澳辦」主任,繼承父業,掌控港澳事務。

「港澳辦」在回歸後一直對香港政策扮演關鍵角色,多次重大政策轉變,包括前特首董建華「腳痛」下臺,「港澳辦主任」都參與決策,所以有人質疑「港澳辦」並非北京所說的只是「港澳政策的看門者」,而是香港的「太上皇」。

鄭宇碩:「港澳辦扮演甚麽角色,香港人真的不知道。他的工作範疇在哪兒,他有甚麽東西應該做,甚麽東西不應該做,然後他是怎麽樣的一個運作模式,他的透明度跟問責性完全都沒有啊。」

此外,《蘋果日報》還披露「中聯辦九龍工作部」宣教處前副處長黃春平,將自己的「紅色」經歷「漂白」,冒充獨立人士參選區議員,並在上個月的議會選舉中當選。

時事評論員林和立指出,「中聯辦」是中央駐港機構,在當中任職的官員十居其九是共產黨員。黃春平的參選反映出:「中聯辦」希望通過直接派人參選區議會,發揮更大政治影響力。他批評,中共這樣做是公然破壞「一國兩制」,情況令人擔心。

The competition for the position of Hong Kong

Chief Executive between Henry Tang and Leung Chun-ying is getting more and more serious.

Earlier, Hong Kong media revealed that the former director of

the “Hong Kong and Macao Office of the State Council” Liao Hui had retired, but still “occupied” his position.

To ensure the influence of Jiang Zemin’s faction over

the policies and affairs of Hong Kong, it is necessary to support Henry Tang “in position”.

In addition, Kwun Tong First District Council Huang Chunping

was revealed as the former "Liaison Office" officer.

Some scholars have pointed out that the CCP’s direct

intervention in the elections in Hong Kong has meant that the “one China two systems” no longer exists.

Liao Hui had retired from Hong Kong and Macao Affairs

Office back in October last year.

Currently Liao is Vice Chairman of CPPCC.

But a person close to Liao revealed to "Apple Daily" that

Liao still works as a "shadow director" instead of going back to work at CPPCC.

Because Liao occupies the office of the incumbent Director

Wang Guangya, Wang was forced to work in the secretary office.

"Apple Daily" has said that Henry Tang is struggling

to win the election.

If Liao intervened behind the scenes, maybe he could help

Henry Tang to get “elected” as the next Chief Executive of Hong Kong,

so that Jiang Zemin’s faction will be able to prolong their

political and economic interests in the city.

Professor Joseph Cheng, City University of Hong Kong said

“Tang’s father established a good relationship with Jiang Zemin while he was doing business in China.

Tang was thus the man that the CCP wanted to promote in

the eyes of the general public.

Firstly he was on the Legislative Council, and then was

director of Trade and Industry Bureau, Financial Secretary, and Chief Secretary for Administration.

He is now running for Chief Executive.

Of course, he is the man that the central government wants to promote.

The report also pointed out that many central government

officials tend to support the more capable man, Leung Chun-ying, as the next Chief Executive.

Wang Guangya also tends to support a more competitive

Chief Executive.

However, after Jiang Zemin suddenly reappeared and

attended " the 100th anniversary of the revolution in 1911"

after awakening from a coma in mid-September this year,

Liao Hui encouraged all the other parties to support Henry Tang.

He even visited Jiang to discuss the issue of Chief Executive.

Familiar with China's basic conditions, political commentator

Liu Ruishao pointed out that

Liao Hui is deputy head of the "Coordination Group for

Hong Kong and Macao"

and was also the "blind stick" (Blind cane) of Vice President

Xi Jinping when he took over Hong Kong and Macao Affairs in 2007.

Therefore, Liao has some influence over the affairs of

Hong Kong and Macao.

The "residual power" after stepping down reflects the political

culture of the unclear rights and responsibilities in China.

But CPC Political Bureau Standing Committee owns

the final authority of deciding who will be the next Chief Executive candidate, said Liu Ruishao.

The "Hong Kong and Macao Affairs Office" was established

in 1978 and Liao Hui’s father, Liao Chengzhi, served as the first director.

Liao Hui followed in his father’s footsteps as the director of

“Hong Kong and Macao office” and controlled Hong Kong and Macao affairs.

The “Hong Kong and Macao Office of the State Council”

has played a key role after the handover.

It was involved in lot of decision-making, including former

Chief Executive Tung Chee-hwa’s step down due to “hurting feet”.

So some people question the "Hong Kong and Macao Office

of the State Council",

saying it is not the so called " gatekeeper of Hong Kong and

Macao policy”, but the “emperor’s father” of Hong Kong.

Joseph Cheng says : People in Hong Kong really don’t know

what role Hong Kong and Macao Office plays.

What is the boundary of his work? What should he do?

What shouldn’t he do? And then what is his working model? He has no transparency or accountability at all.

In addition, "Apple Daily" also revealed that “Kowloon

Work Department of the Liaison Office” former vice director Huang Chunping had “bleached” his “red” experience.

He pretended, as an independent candidate, to run for the

district council, and was elected in the Parliament elections last month.

Commentator Lin Ho-li pointed out that "the Liaison Office"

is the central organization in Hong Kong,

in which among the officials serving,

nine out of ten are communists.

Huang Chunping's participation in the election shows that:

the "Liaison Office" wants to have a greater political influence

through directly sending people to run for the District Council.

He criticized it is a flagrant violation of the Chinese

Communists' one country two systems ". This situation is worrying.
