【禁聞】中國維權律師輪流被失蹤 國際關注

【新唐人2011年5月2日訊】北非、中東的民主浪潮在中國民間引發響應後,中共大規模打壓維權和異議人士,從今年2月起,許多維權律師先後被綁架失蹤,引起國際社會廣泛關注。而最近陸續獲得釋放的維權律師,都不肯對外講述被強迫失蹤的經歷。外界擔憂他們遭受到當局虐待、目前仍面臨很大壓力。

4月29號,北京「益仁平中心」法律顧問李方平律師,在商討歧視乙肝病毒攜帶者案件後,下午5點半在樓下被一夥人強行帶走。這是最新一起維權律師被綁架失蹤事件。

李方平律師去年代理毒奶粉受害人家長趙連海一案。曾為法輪功學員辯護的李方平律師,2006年代理盲人維權律師陳光誠案時,在山東曾遭到毒打至重傷。2008年底,李方平在自家門口失蹤,那一年他和李勁松律師代理維權人士胡佳案件。

自今年2月起,維權律師被強迫失蹤事件頻頻發生,包括北京的滕彪、江天勇、唐吉田、劉曉原、金光鴻、廣州的劉士輝、唐荊陵、劉正清、上海的李天天等律師,其中一些律師目前依然處在被失蹤狀態。

張鑒康(陝西維權律師):【錄音】「根據國際人權法的規定,強迫失蹤這種行為是一種反人類行為。中國政府拿這個來作為統治手段使用的話,只能使自己的公信力喪失殆盡。」

29號,北京律師滕彪在被強迫失蹤70天後回到家中。他的妻子王玲表示,滕彪回家後沒有談到被失蹤期間的情況,目前他不方便說更多的話。

與滕彪同一天被警方帶走並抄家的江天勇律師,以及被強迫失蹤5天的劉曉原律師,已經在4月19號回到家中,但都不肯向外界講述被失蹤期間的遭遇。而獲釋的唐吉田律師目前在吉林老家處在被軟禁狀態。

據維權網消息,曾為法輪功學員辯護的北京律師金光鴻,4月19號獲釋後被接回湖北老家,他記不清自己是4月8號還是9號失蹤的,只依稀記得在街上被人綁架,隨後被關進看守所和精神病院,遭到一些人毆打,好像被捆綁在床上打針、吃藥,甚至還被做過鼻導流食。

廣州律師劉正清3月25號被警方帶走並抄家,被關押一個月後,日前獲取保候審回家。劉正清律師的家人表示,他被警方帶走估計與代理法輪功的案件有關。

另一位廣州律師劉士輝,在今年2月第一波茉莉花行動當天遇到襲擊,腿部骨折,幾天後,警察將他帶走並抄家,目前他被處以6個月的監視居住。

廣州律師唐荊陵2月下旬被警察抓走,關押一段時間放出來後,唐荊陵臉上表情呆板,已經不認識人。他目前被以涉嫌「煽動顛覆」處以監視居住。

4月13號,因奧運強制拆遷維權而被打致殘的倪玉蘭,被北京警方正式刑事拘留,成為中國茉莉花行動以來第一位被刑拘的維權律師。香港的中國維權律師關注組主席何俊仁對此表示強烈譴責。

曹長青(時事評論家):【錄音】「從長期來看這樣一個強烈的鎮壓,我覺得會引起社會相當的反彈。因為這些維權律師又沒有說打倒共產黨、推翻共產黨,沒有這樣政治訴求、這樣口號,那也是今天抓了這個、明天抓了那個,像艾未未僅僅做一些維權活動被抓起來了。這些行為本身會刺激中國內部,包括中共黨內的高層一些人肯定有不同的意見,尤其是刺激一般中國人的覺醒。」

香港無線電視臺曾拍攝記錄片《戴著鐐銬跳舞的中國律師》,從中國知名大律師張思之到維權律師許志永等,講述在中國司法不獨立的背景下律師的艱難處境。

近年來中國維權律師遭中共迫害,引起聯合國人權機構、美國國務院、國際特赦等國際社會廣泛關注,包括失蹤已經一年多的維權律師高智晟、出獄後被嚴密看守在家的盲人律師陳光誠等。而近日,美國指責中國的人權狀況嚴重倒退。

Rights Lawyers Still Missing in China

Movements in North Africa and the Middle East

have stirred responses in China, but the CCP

(Chinese Communist Party) continue to suppress

activists and dissidents on a large scale.

Since February, many human rights lawyers have

been kidnapped, raising international concerns.

The recently released refuse to reveal their ordeals.

Outside concerns have been abused by the CCP.

On April 29, Li Fangping, a Beijing legal consultant

was forcibly taken away at 5:30 PM

after case discussions on discrimination

about hepatitis B virus carriers.

In 2010, Li Fangping counseled poison milk powder

victim's parent Zhao Lianhai. Li also once defended

Falun Gong practitioners. In 2006, when counseling

Chen Guangcheng, Li was beaten in Shandong.

In 2008, Li disappeared from his home, while

he and Li Jinsong were counseling activist Hu Jia.

Since February this year, human rights lawyers

have been frequently abducted including Teng Biao,

Jiang Tianyong, Tang Jitian, Liu Yuan,

Jin Guanghong, Liu Shihui, Tang Jingling,

Liu Zhengqing, and Li Tiantian.

Some are still missing.

Zhang Jiankang (Shaanxi human rights lawyer):

"Based on international human rights law,

enforced disappearance is against humanity.

The CCP took it as a rule method.

It will only lose its own credibility.”

On April 29, attorney Teng Biao in Beijing

returned home after missing for 70 days.

His wife said he hasn't spoken of his disappearance,

and currently refuses to speak anything about it.

Attorney Jiang Tianyong, arrested on the same day

as Teng, and attorney Liu Xiaoyuan,

who has been missing for 5 days, returned home

on April 19. But none speak of what happened

during their time away. Attorney Tang Jitian

is under home arrest in Jilin Province.

According to Human Rights Defenders,

Beijing attorney Jin Guanghong who has defended

Falun Gong practitioners was released on April 19.

He recalled his kidnap, where he was taken

from the streets on April 8 or 9, and then thrown

into detention centers and psychiatric hospitals.

He was beaten, tied up in bed to take injections,

medication, and even forced-fed through his nose.

Attorney Liu Zhengqing in Guangzhou was arrested

on March 25 and his home was ransacked.

Now he has been released on bail. His family said

his arrest may be related to his Falun Gong case.

Attorney Liu Shihui in Guangzhou was attacked

in February during the first Jasmine activities.

His leg bones were broken. Several days later,

police took him away and ransacked his home.

He is now in a 6-month monitoring residence.

Attorney Tang Jingling in Guangzhou was arrested

in late February. After his release,

his face looked rigid, as if not recognizing people.

He is currently in a monitoring residence,

because of "inciting subversion to state power,"

On April 13, attorney Ni Yulan was disabled

and detained since being against forced evictions

for the Olympics, becoming the first lawyer detained

after Jasmine activities. Albert Ho, Chairman

of Chinese Human Rights Lawyers Concern Group

in Hong Kong strongly condemned this.

Cao Changqing (commentator): "A long-term strong

suppression will arouse great rebounds in society.

These lawyers did not try to overthrow the CCP,

having no such political demands or slogans.

Still CCP arrested them frequently at will.

Even those who did some rights-safeguarding

activities, like Ai Weiwei, were caught up too.

The arrests will encourage CCP's insiders,

including high-level officials with different views,

and will awake ordinary Chinese people.”

Hong Kong's TVB station documentary

"Chinese Lawyers Dancing In Shackles", showed

the difficulties of Chinese lawyers under

a dependent judiciary, with stories of famous

Chinese attorneys Zhang Sizhi, Xu Zhiyong, etc.

Human rights lawyers have been persecuted more

by CCP in recent years. UN human rights

organizations, U.S. State Department,

Amnesty International and others, are concerned

on cases like that of Gao Zhisheng,

missing for over a year, and blind lawyer

Chen Guangcheng who is monitored closely.

The U.S. recently reviewed human rights in China

and revealed rights infringements are worsening.
