【禁聞】美參議警告百度 放鬆網路審查

【新唐人2011年5月7日訊】美國參議員德賓星期三(5月4日),公開了一份他寫給百度創始人李彥宏的信,信中敦促百度放鬆網路審查,尊重言論自由。德賓表示他正在推動一項法案,要求美國上市科技公司採取合理步驟,保障人權,否則會受到美國當局懲罰。民眾指出,如果這項法案通過,配合中共作惡的百度將陷入絕境。

剛剛結束對中國訪問返回美國的德賓表示,他在中國期間曾使用百度進行互聯網搜索。他發現百度返回的搜索結果是經過大量審查後的結果。他對此感到失望,但並不驚訝。德賓還指出,百度受益於谷歌退出中國市場。

北京憲政學者陳永苗說,最初谷歌運營的時候,帶給國內網民一定的自由,網民可以看到某些海外網站。但是突然某天谷歌中斷服務,據傳是百度向當局舉報了谷歌。由於谷歌不甘心受制於中共的網路審查制度,最終在去年退出中國大陸。

北京憲政學者陳永苗:「在這樣的過程,可以看到百度的市場份額不斷加大。我覺得百度本身在利用網路封鎖打擊Google,打擊競爭對手,以此擴大自己的份額,我覺得現在的百度,不要說按照國際的網路言論自由,就按照一個公司承擔的社會責任標準來看,他是一個非常惡劣的公司。」

德賓在信中警告李彥宏說,他正在致力推動美國通過新的法案,要求在美國上市的科技公司採取「合理步驟」參與保護人權,否則要受到美國當局的懲罰。

他還表示,百度,騰訊這些網路科技公司,在國外上市,管理者多在國外接受教育,但是卻在國內配合當局壓制網路自由。

陳永苗非常歡迎美國通過法律,對配合中共當局作惡的公司進行法律上的制裁手段。他認為,如果美國互聯網信息自由條例通過的話,百度就可能面臨巨額賠款,甚至從美國退市的局面。陳永苗斷言,如果百度從美國退市回到中國,依靠中國市場,他就 「活不成了」。

北京憲政學者陳永苗:「他的名聲非常臭,都是搞甚麼敲詐勒索啊,出錢定價排名啊,他本身還是靠當局保護自己,第二是靠有美國上市的巨額資金的支持,我覺得如果沒有這麼兩塊,少掉其中一塊,他會被Google或者盤古,其他的網路搜索公司給他擠死掉。」

原貴州《畢節日報》記者李元龍認為,百度為了做生意賺錢,對中共當局俯首貼耳。這樣的公司必須受到法律的懲罰。

原《畢節日報》記者李元龍:「你不能夠只是為了賺錢,就把一些普世價值,把言論自由的理念放在一邊不管,你就去迎合中共的需求。這是不道德的,這是違反言論自由這些普世價值的。」

德賓還詢問百度,是否在計劃和美國知名社交網站Facebook(臉書)聯手,在中國推出新的社交網站。在此之前有消息說,Facebook已經和百度簽訂合作協定。德賓擔心這樣一個社交網站,會淪為中共政府監督民眾輿論、跟蹤異見人士的工具。

李元龍:「因為只要是和中共合作的,他肯定,中共能夠左右,能夠操縱,他才會同意合作的,要不然他就不會合作。就像谷歌退出中國一樣。」

本週,中共當局宣佈成立國家互聯網信息辦公室,進一步加強對互聯網的管理。

U.S. Senator Warns Baidu

U.S. Senator Richard Durbin said he wrote to Baidu,

the major Chinese search engine, and urged its founder

Robin Li to relax its online censorship and respect

freedom of speech. Durbin is working on a legislation

to require U.S.-listed tech companies to take measures

to protect human rights or face punishments by U.S.A.

People commented that if the legislation is passed,

Baidu, which cooperates with CCP, will fall into despair.

Durbin just paid a visit to China, where he used Baidu

to search the Internet and found the search results

heavily censored. He was disappointed but not surprised.

He noted that Baidu benefited from Google's withdrawal.

Beijing-based constitutional scholar Chen Yongmiao:

Google brought a certain degree of freedom to China.

Netizens could visit some overseas websites.

It is rumored that Google suddenly stopped its service,

after being reported to the authorities by Baidu.

Discontent with censorship, it left China in 2010.

Chen: We see Baidu's market share ever increasing.

I think Baidu used Internet blockage to attack Google,

to expand their market share. Besides speech freedom,

according to a firm's social norm standards,

Baidu is quite a malicious company.

Durbin warned Baidu CEO Robin Li in his letter that

he is committed to passing a new legislation to

require U.S.-listed tech firms to take "reasonable steps"

to protect human rights. Otherwise they are punished.

He said tech firms like Baidu and Tencent have

foreign-educated managers and are listed abroad.

But in China, they help suppress Internet freedom.

Chen welcomes the U.S. to pass such legislation

imposing legal sanctions on firms that help wrongdoers.

Once it is passed, Baidu will face a heavy fine.

It may even have to withdraw from the U.S. market.

Chen asserted that relying only on the Chinese market,

Baidu wouldn't be able to thrive.

Chen: Baidu's reputation is quite notorious.

It is involved in extortions and buying top rankings.

It relies on the Chinese authorities for protection.

It also relies on monetary support by being U.S-listed.

I think if one of the two supports is eliminated,

it would lose out to Google or other search engines.

Ex-journalist Li Yuanlong of Guizhou's Bijie Daily said,

Baidu kowtows to Chinese authorities to make money.

Such companies must be punished by law.

Li: For money, Baidu discarded universal values,

such as freedom of speech, to meet the CCP's needs.

This is immoral. This is a violation of universal values.

Durbin asked Baidu, whether it planned to team up

with Facebook to introduce a networking site in China.

Sources say that they signed a cooperation agreement.

Durbin is worried that such a social networking site

would be reduced to a tool used by Chinese authorities

to monitor public opinions and track down dissidents.

Li: The Communist government would only agree on

the cooperation between firms that it can manipulate.

Otherwise, there will be no cooperation allowed.

Google's withdrawal from China proved that.

This week, China established a national Internet

information bureau to further strengthen its censorship.
