官員呼籲台灣繼續新唐人亞太台服務

Calls are mounting on Taiwan’s Chunghwa Telecom to renew its satellite contract with our partner in Taiwan, NTD AP. Taiwan’s government is the main shareholder of the telecom company, and there are concerns the decision to cut service with NTD AP is hurting Taiwan’s democratic advances.

對中華電信的呼籲不斷升高，要求他們與我們的台灣合作夥伴，新唐人亞太台，繼續衛星合約。台灣政府是中華電信的主要股東，人們擔心中斷與新唐人亞太台的服務，是傷害台灣的民主進展。

On Tuesday U.S. Congressman Dana Rohrabacher wrote to Taiwan’s President Ma Ying-jeou about the case. Rohrabacher is concerned about the service termination and says Taiwan should encourage freedom and the spread of ideas across the Taiwan Strait.

週二，有關此案，美國國會議員羅拉巴克寫信給台灣總統馬英九。羅拉巴克擔心終止服務，並說，台灣應鼓勵自由，並將此理念傳播到海峽對岸。

Rohrabacher is a founder of the Taiwan Caucus in the U.S. House of Representatives. He says NTD AP relies on Chunghwa to broadcast to Taiwan and China news the Chinese regime does not want the people to hear. Rohrabacher told Ma, “If Taiwan does not support the struggle for freedom of thought within China, I see no need for America to support Taiwan."

羅拉巴克是美國眾議院台灣連線創辦人。他說，新唐人亞太台依賴中華電信傳送新聞到台灣和中國，那些新聞是中國政權不希望人們聽到的。羅拉巴克告訴馬英九「如果台灣不支持在中國境內為思想自由所作的奮鬥，我認為美國沒必要支持台灣。」

NTD AP’s contract with Chunghwa will end in August. Chunghwa said in April that a satellite changeover means it won’t have the capacity for NTD AP anymore.

新唐人亞太電視台與中華電信合約8月底結束。中華電信4月份說，更換衛星表示不再有足夠的頻寛，可以提供給新唐人亞太電視台。

Many, including Taiwan legislator Tien Chiu-chin, have rejected that explanation.

[Tien Chiu-chin, Taiwan Legislator]:

“If you’re replacing satellites, the new one should be more technically advanced, and be able to host more channels. Why has its capacity shrunk? I cannot understand this at all. I believe if this is made public, no one in Taiwan would accept it.”

台灣立法委員田秋堇說：

「如果你更換衛星，新的應該是技術更先進，能容更大的頻寬。為何頻寬會縮小？

我不明白這點。我相信這如果公開的話，在台灣沒有人會相信。」

Taiwan’s government owns 35% of Chunghwa's shares. Five of nine directors and two of three supervisors are government officials. Since President Ma took office in 2008, Taiwan has increased trade and cultural ties with the Chinese regime. All of this has led some to suspect that the service termination may be politically motivated.

台灣政府擁有中華電信35%的股份。9名董事就有5位是政府官員，3名監事中就有2席是政府官員。自馬總統2008上任以來，台灣已增加與中共政權在貿易和文化上的關係。這一切，使人懷疑，服務終止可能出於政治動機。

[Nelson Wong Sing-chi, Hong Kong Legislative Council member]:

“Chunghwa needs to explain if it has received political pressure from the mainland and whether that’s why it won’t continue NTD AP’s contract. If this is the case, I believe they will be condemned by freedom and democracy advocates around the world.”

香港立法會議員黃成智說：

「中華電信需要說明，是否收到來自中共的政治壓力，及是否因此不願與新唐人亞太台繼續合約。如果真是這樣，我相信他們會受到世界自由和民主擁護者的讉責。」

In 2009, NTD AP experienced satellite signal blockage while the Chinese regime celebrated its 60th anniversary. Satellite owner Chunghwa never explained why the blockage occurred.

2009年，當中共政權慶祝60週年，新唐人亞太台卻經歷蓋台事件。衛星業主，中華電信，從未解釋為何會發生蓋台事件。

NTD AP has asked Taiwan’s regulatory National Communications Office to investigate whether its service termination has violated Taiwan’s telecom laws.

新唐人亞太台要求台灣國家通訊傳播委員會調查，終止服務是否違反台灣電信法。
