【禁聞】法媒:中國何時成為負責任大國

【新唐人2011年3月29日訊】為了援助受地震以及海嘯重創的日本經濟,七國集團與日本政府聯合干預匯市,降低了日元的升值幅度,使日元兌美元的匯率目前維持穩定。但中共卻沒有參加這一金融救援活動,在國際事務中不負起相應的責任,已經使許多國家對中國表示擔憂和戒備,法國媒體也因此發聲批評。

法國領銜協調了這一金融救援活動,法國財長拉加德事後表示很遺憾,沒有獲得來自中國的配合,而法國媒體傳出不少批評中共對鄰國日本見死不救的聲音,批評中共拒絕承擔大國的責任。

法國的lepost網站24號發表文章,開門見山地說,已經成為世界第二大經濟體的中國,卻拒絕援助深受重災的日本。

法國《快訊》週刊記者克里斯蒂娜‧凱爾德朗(Christine Kerdellant)發表專欄文章《中國何時成為負責任的大國?》,指出中國雖然已經成為全球第二大經濟體,同時又試圖佔據發展中國家的優勢。但無論是在國際貨幣基金組織、世貿組織、聯合國氣候峰會,還是二十強峰會上,中共政府一貫在涉及自身利益時表現出冷漠態度,拒絕承擔起相應的責任。

文章說,這一令人難於接受的事實,使一切有關中國是否傲慢,以及中國是否擁有霸權意圖的討論都顯得微不足道。

事實上,在中國經濟發展的同時,中共在國際社會的這種姿態,以及在國防、外交和對外經濟政策的未來走向等方面,表現得十分不明確,已經讓許多國家擔憂和戒備。

「瓦爾泰俱樂部」俄方學者最近在莫斯科發表了一份探討俄羅斯同美國關係的研究報告。擔憂中國走向不明朗,指出俄羅斯可以通過和美國合作,維護自己的利益。

而BBC國際部近期委託民調機構所作的一項民意調查顯示,與2005年相比,對中國經濟實力增長持負面看法的人數,在發達國家,尤其是在西方工業七國,有較大幅度的增加。其中多個國家大都是中國重要的貿易夥伴,他們的受訪者也往往認為,中共的貿易行為不夠公平。

Help Japan? China Steps Back

To aid Japanese economy hit by the earthquake and

tsunami, G-7 countries jointly intervened

the currency market to reduce yen』s appreciation.

Currently the yen-dollar exchange rate is stable.

However, China did not participate

in the financial rescue activities. CCP』s lack of

responsibility in international affairs caused

many countries』 concern and alert towards

China. French media also criticized

the Chinese Communist Party (CCP).

France was the coordinator of this financial rescue.

After this activity, French Finance Minister,

Christine Lagarde, said it was a shame they did not

get cooperation from China. Many French media

criticized CCP for neglecting its neighbor Japan,

and its refusal to be responsible as a big country.

On March 24, France』s Lepost website published

an article, stating candidly that China, who has

become the world's second largest economy, refused to

help Japan, suffering from serious natural disasters.

France』s L'Express reporter Christine Kerdellant,

posted a column article, 『When will China Become

A Responsible Big Country?』 It points out that

although China has become the world's second largest

economy, and tries to take advantage as a developing

country, the Chinese government has always been

indifferent and refuses to assume responsibilities

whether it is in IMF, WTO, the UN Climate Summit,

or G-20 Summit, considering only its own benefits,.

What the article said provokes discussions whether

China is arrogant or has hegemonic intentions.

In fact, along with China's economic development,

CCP』s gestures in the international community and

its future direction in defense, foreign affairs and

foreign economic policy have been very unclear.

It causes concern and vigilance in many countries.

Russian scholars of 『The Valdai Club』 recently

published in Moscow a study of the relationship

between Russia and U.S. It points out that Russia

can safeguard its own interests and cooperate with

U.S., with concerns for unclear directions by China.

BBC International Department recently delegated

a public opinion organization to conduct a survey.

Compared to 2005, there is a relatively large

increase in the number of people in developed

countries, especially the G-7, who held a negative

view on China』s economic growth. Most of these

countries are China's important trading partners.

The survey samplers also believe that

the CCP is applying unfair trade practices.
